Role Summary
A senior-level environmental professional responsible for leading NEPA and environmental permitting efforts for infrastructure projects. This role involves managing regulatory compliance, developing permit strategies, and coordinating with internal stakeholders and regulators to ensure successful project execution. The position requires overseeing permitting processes, maintaining relationships with regulatory agencies, and providing guidance on environmental regulations.
Responsibilities
- Lead preparation and submission of state and federal authorization requests, including USACE Section 404/10 permits, stormwater permits, discharge permits, and other relevant authorizations.
- Develop project strategies that balance regulatory compliance with project schedules.
- Maintain current knowledge of environmental regulations such as the Clean Water Act, Endangered Species Act, NEPA, and related statutes.
- Communicate regularly with internal project teams, third-party contractors, and regulatory personnel via written and oral updates.
- Oversee and review natural and cultural resource surveys and associated reporting.
- Ensure ongoing project compliance with all applicable environmental permits and regulations.
- Foster and maintain effective working relationships with regulators, internal stakeholders, and contractors.
- Develop and execute strategies to address regulatory challenges, reducing project delays and costs.
- Provide guidance and oversight in the preparation of environmental reports and resource survey documentation.
- Represent the organization in regulatory meetings and negotiations, ensuring clarity and compliance.
Qualifications
- Bachelor's degree in environmental science, biology, engineering, or a related technical field preferred.
- At least ten years of extensive permit experience, particularly with Clean Water Act (e.g., Nationwide Permit 12) and state permits.
- Strong knowledge of USACE permitting processes, including Sections 404, 10, 408, and NEPA obligations.
- Existing relationships and experience interacting with regional regulatory districts, specifically USACE Fort Worth, Galveston, and New Orleans districts.
- Proven ability to communicate effectively with project stakeholders, regulators, and senior management.
- Demonstrated success in overcoming permitting challenges to maintain project schedules and reduce costs.
- General understanding of pipeline, storage, and oil/gas facility construction and operation.
- Willingness to work full-time in an office environment.
- Ability to travel approximately 10% of the time.
Publishing Pay Range: $130,000.00 - $150,000.00 annually
This position is based in office and requires employee to work on-site.
