Takeover Manager

The Takeover Manager serves as the primary liaison between the Agency, State Medicaid, and participating MES Module Contractors during the Takeover Phase.

This role oversees design, development, implementation, certification, maintenance, modification, and enhancement activities supporting a successful transition and operational readiness.

This position is contingent upon the award of a government contract. Recruiting and interviewing activities may occur prior to contract award; however, employment and start dates are subject to contract award, funding, customer approval requirements, and/or satisfaction of any applicable pre-employment conditions.

Key Responsibilities

• Serve as the primary Agency liaison for all Takeover Phase activities.
• Collaborate with MES Module Contractors to ensure seamless integration of services.
• Coordinate project scope, schedules, resources, and deliverables during DDI and Certification.
• Ensure adherence to AMMP plans, procedures, and protocol guides.
• Lead all Takeover Phase Enhancement Project Managers.
• Manage stakeholder communications, risks, and certification readiness.

Required Qualifications

• Bachelor's degree in Computer Science, Information Systems, Business, or a related field; or equivalent experience.
• Four (4) years managing multi-supplier projects or complex integration efforts.
• Two (2) years supporting Medicaid certification initiatives, including MECT, OBC, or Streamlined Modular Certification.
• Working knowledge of MITA 3.0, Medicaid Transformation Initiative, and CMS Seven Standards and Conditions.
• PMP Certification or equivalent.
• Excellent communication, leadership, and project management skills.
• Must complete a background check that includes fingerprinting.

Preferred Qualifications

• Medicaid Enterprise System modernization experience.
• State Medicaid agency or CMS program experience.
• Multi-vendor healthcare technology project leadership.

For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. The estimated salary range for this role is $97,790-$127,000.
