RESPONSIBILITIES:

Advisory and Customer Engagement:
- Serve as a liaison and advocate between the IT service delivery vendors, the U.S. Government customer, and our mission partners to ensure shared understanding of expectations, progress, and objectives.
- Guide stakeholders in adopting standardized service delivery practices while facilitating a culture of continuous service improvement (CSI) across projects.
- Act as a Technical Advisor, translating customer needs into service requirements and identifying potential capability gaps.
- Provide thought leadership to shape and optimize service roadmaps, aligning projects with mission priorities.
- Create concise, actionable, and practicable recommendations to support government decision-making.
Service Delivery Oversight and Quality Assurance:
- Advise Government leadership on core operational capabilities, planned maintenance activities, and change management processes.
- Support troubleshooting of service outages, de-confliction of recovery efforts, and restoration of normal service operations to minimize mission impact.
- Assist with root cause analysis and after-action reports to identify sources of service failures and recommend solutions to prevent recurrence.
- Support execution of enterprise-level Maintenance Activity (MA) functions, including Approver and Scheduler actions, and represent organizational equities at site-level MA Review Boards.
- Assist Acquisition Offices in obtaining approval for site-impacting integration and maintenance activities.
- Review acquisition-produced artifacts for continuity and compliance with site and systems engineering governance, reporting potential non-compliance.
- Support readiness event planning and assess service maturity through established readiness processes to efficiently transition services from development into operational environments.
- Coordinate service delivery artifacts through site integration efforts and facilitate stakeholder awareness of integration activities.
- Assist with planning and preparation for the retirement and disposal of systems and services.
Systems Engineering Support:
- Leverage expertise to ensure continuity across multiple IT service deliveries, with a particular focus on requirements management, configuration management, and readiness activities.
- Assess service readiness and perform verification and validation (V&V) for new system capabilities or upgrades.
- Develop technical analysis and tools to support system functionality and capacity planning.
Qualifications
- Within a STEM field of study (ref: DHS STEM list):
- Bachelors and five (5) years or more of related experience,
- Masters and three (3) years or more experience
- Must be eligible for access to Sensitive Compartmented Information (SCI) programs as determined by the Government
- Familiarity with IT service delivery lifecycle concepts including transition, operations, maintenance, and disposal
- Strong written and verbal communication skills with the ability to develop technical reports and briefings for senior audiences
- Demonstrated ability to coordinate across complex, multi-stakeholder organizations and manage competing priorities in a fast-paced environment
