• Responsible for elicitation, analysis, and documentation of business requirements.
• Research and exploration of user requirements, costs, and benefits in support of documentation required for the demand management process.
• Responsible for analyzing the business needs to identify new processes and process improvements that will meet those needs.
• Documents current business processes and models to define requirements and/or gaps.
• Analyze detailed system factors including input/output requirements, information and paper flow, hardware, and software needs.
• Analyze “soft" system factors including roles, responsibilities, policy, culture, etc.
• Evaluate the impact of potential software and process changes on the organization.
• Develop and facilitate groups as necessary in pursuit of eliciting and defining requirements.
• Assist in the creation of the business case documentation.
• Understanding of architectural consistency and usability standards.
• Defines and develops user test cases and validates test results during testing.
• Executes unit and functional test cases.
• May conduct system demonstrations and training sessions, as well as participate in design/review of training content.
• Plays a third level support role by helping to troubleshoot and resolve issues with production systems.
• Participates in associate meetings and communicates any concerns to management.
QUALIFICATIONS AND REQUIREMENTS:
• Bachelor’s degree in computer science, Information Systems, Business, or another related field or equivalent work experience.
• Proven experience leading data migration requirements from legacy systems into a new ERP (Sage X3) environment
• Strong hands-on expertise in requirements elicitation, documentation, and management, with emphasis on data mapping, transformation rules, and validation
• Deep understanding of data structures, data quality, and migration best practices, with the ability to identify gaps and risks early
• Self-driven and accountable professional with strong stakeholder management and communication skills, able to drive outcomes with minimal oversight
• Working knowledge of Confluence and JIRA.
• Experience in any of the following business areas is desired: Sales operations, order entry, accounting, finance, procurement, warehouse operations, order management, and order fulfillment.
• Minimum of 3-5 years’ business analysis or systems analysis experience is preferred.
• Bonus: Sage X3 experience (ERP).

Scope of the project:
The Business Analyst will serve as the primary liaison between client program areas and the Information Technology development teams. The BA will be responsible for gathering, analyzing, and documenting business requirements and converting them into clear, actionable specifications that developers can use to engineer effective technical solutions. This role ensures that business needs are accurately captured, translated, and validated throughout the system development life cycle.
The position requires strong analytical skills, attention to detail, and the ability to communicate complex information clearly to both technical and non-technical stakeholders. The BA must be able to work independently, manage multiple priorities, and support the full life cycle of solution development including requirements gathering, documentation, user acceptance testing, and change management.
Key responsibilities include:
- Elicit and document business requirements through interviews, workshops, and analysis of existing processes.
- Convert business requirements into clear technical requirements, user stories, acceptance criteria, and specifications that developers can act on.
- Create process flows, data mappings, and functional documentation that reflect current and future-state operations.
- Analyze business processes to identify inefficiencies and recommend improvements or automation opportunities.
- Collaborate with development teams to ensure requirements are understood, feasible, and aligned with enterprise architecture and cloud standards.
- Support user acceptance testing by developing test cases, coordinating execution, and validating results against requirements.
- Maintain requirements traceability throughout the project lifecycle.
- Communicate status, issues, and risks to project leadership and stakeholders.
- Ensure solutions align with client policies, security requirements, and tenant governance practices within the G5 cloud environment.
- Assist with developing documentation, training materials, and guidance for end users as new systems and features are deployed.
Daily Duties / Responsibilities:
The Systems Business Analyst (BA) candidate will support newly implemented systems within Microsoft Dynamics and other agency information technology platforms. The BA will be responsible for understanding system capabilities, becoming proficient in assigned applications, and providing ongoing support, analysis, testing, problem resolution, reporting, and system monitoring. The candidate will work collaboratively with Information Technology staff and Program Area System Owners to ensure continuity of operations and effective system usage.
Specific duties and responsibilities will include, but are not limited to:
- Study and learn the capabilities of assigned systems
- Work with Information Technology staff to understand technical functionality and IT Security Standards and practices
- Work with Program Area System Owners to learn their business functions, processes, and requirements
- Provide system user support
- Assist staff in resolving system-related problems
- Assist with system user account permissions and security
- Provide and assist with system user training during onboarding and as needed for individual users
- Create and maintain supporting system and training documentation
- Maintain SharePoint content associated with system collaboration sites
- Document and create technical reports by collecting, analyzing, and summarizing information, trends, and system effectiveness
- Monitor and identify system data quality issues and work to improve data accuracy
- Review and monitor usage reports
- Assist with system software life-cycle processes
- Coordinate and assist with system testing and production validation
- Work with Program Areas and IT to present key information that supports system improvements
- Maintain system protocols by writing and updating procedures
- Assist with development of policies and procedures to meet agency cybersecurity standards related to information risk management, data criticality, confidentiality, and protection (NIST 800-53, FISMA, SC InfoSec Requirements)
The candidate will work closely with the Assigned M365 Solutions Manager to identify, prioritize, and schedule workloads and ensure implementation adheres to IT standards and procedures. The candidate will also collaborate with customers and subject matter experts during system design and testing phases.
This role also requires compliance with Client security policies and procedures, along with integrating systems where it is possible to streamline workflows, enhance user security, and reduce data correction needs.
Module support for the project.
- Client requires selected personnel to sign a Client Confidentiality Agreement and/or Business Associate (BA) Agreement as applicable. All web services must be secure.
- Client will not accept offers that include “uplift” charges. The consultant’s rate must not exceed the maximum established for this position in State contract terms.
- Contractors must be onsite each week throughout the contract term.
- Agency IT standards, policies, and procedures—including documentation requirements—must be followed.
- All source code (compiled and uncompiled) will become the sole property of the Client. Any source code, data, product, or functionality resulting from this SOW or previously owned or developed by Client will remain Client property and may not be incorporated into any vendor’s core product. Any modifications or interfaces developed under this contract may not be used independently or published without written permission from Client.
- Client has final authority over all programming decisions.
Required Skills (rank in order of Importance):
- 3+ Years of Experience in State Government Public Health Departments
- 6+ Years of Experience with Building test cases and scenarios into test systems
- 6+ Years of Experience with D365 Dynamics, Azure Power Platform of tools (Power Apps, Power Automate, Power BI, Dataverse)
- 6+ Years of Experience with O365 products and Applications (Word, Excel, PowerPoint, outlook, Teams, SharePoint)
- 6+ Years of Experience with Ticketing Systems
Preferred Skills (rank in order of Importance):
- Experience with security and data classification related to CDC, HIPAA, and CJIS
- Proficiency with Microsoft Visio
- Understanding of IaaS/PaaS models, tenant governance, and AzureC High environments
Additional Skills:
- Flexible and easily adapts to changing priorities
- Excellent written, oral, and interpersonal communication skills
- Ability to establish positive working relationships with technical staff, customers, and data-centric teams

Required Education:
Bachelor's or Master's Degree in a relevant field of work or equivalent work experience.
