Job Summary: 

We are seeking an experienced Operational Readiness Manager (ORM) For our Client to support its Communications Based Train Control (CBTC) Modernization Program.

NYCT is transitioning from conventional, hardware-driven signaling systems toward CBTC. The Operational Readiness Manager will lead the organizational and operational transformation required to prepare the Department of Subways to successfully operate and maintain a centralized CBTC environment.

This is primarily an operational readiness, transformation, and change-leadership position supported by strong CBTC knowledge—not a hands-on CBTC design/engineering role.

Key Responsibilities

The Operational Readiness Manager will:

Develop a comprehensive operational readiness and transformation plan for NYCT's Department of Subways.
Define organizational changes required to support centralized CBTC operations and maintenance.
Assess current operations and identify gaps in skills, processes, staffing/resources, workflows, and organizational capabilities.
Develop solutions and recommendations to address identified readiness gaps.
Lead and oversee implementation of the transformation plan and ensure key milestones are achieved.
Coordinate implementation of new workflows, systems, processes, and procedures.
Monitor transformation progress and adjust readiness strategies when necessary.
Work with senior leadership and departments including Operations, Maintenance, IT, Finance, Procurement, and Training to identify required resources and funding.
Ensure operational-readiness initiatives align with broader MTA strategic objectives.
Build relationships across Operations, Signals & Train Control, Safety, Workforce Development, and Capital Programs.
Communicate organizational and operational changes effectively to both executive leadership and frontline employees.
Facilitate workshops and training sessions to improve organizational awareness and readiness.
Ensure operational-readiness activities comply with applicable MTA standards and safety regulations.
Integrate operational readiness into program governance and reporting frameworks.
Capture lessons learned and continuously refine readiness strategies.
Promote adaptability and continuous improvement throughout the Department of Subways.

Required Qualifications
Bachelor's degree in Transportation Management, Engineering, or a related field.
Extensive experience in transit operations and maintenance, preferably within a large urban rail/subway environment.
Strong understanding of CBTC systems and their operational implications.
Proven experience leading organizational change and transformation initiatives.
Demonstrated ability to coordinate across a large, complex, multi-layered organization.
Excellent communication and stakeholder-management skills.
