Position Summary

seeking a senior, experienced IT Project Manager to join the Project & Product Delivery portfolio. The candidate will lead and manage projects utilizing Agile, SAFe, Waterfall, and Kanban methodologies, working closely with senior leadership, business stakeholders, cross-functional teams, and vendors.

Mandatory Requirements

     Local candidates only

     Ability to work onsite up to 3 days/week

     MUST possess Active PMI Project Management Professional (PMP) certification

     MUST have documented risk management experience

     MUST have completed a Category 1 or 2 Commonwealth project of $5M or more, OR a non-COV project greater than $10M as PM of record

Preferred Qualifications

     Active PMP Certification

     Active Commonwealth PM Certification

     Commonwealth risk management experience

     Completion of a Commonwealth Category 1 or 2 project of $5M or more

Key Responsibilities

     Drive consistent project delivery through the entire project lifecycle, including project plans, release plans, resource allocation, and management of project risks, scope, schedule, and delivery of value

     Coordinate Agile ceremonies such as Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning

     Track and communicate project progress from a schedule, cost, and risk perspective to the project team, stakeholders, and management

     Establish an environment where teams can be effective and help remove obstacles

     Protect the team from outside interruptions and distractions

     Ensure a good relationship between the team and product owner, as well as others outside the team

     Track and report team velocity and other project metrics

     Promote continuous improvement and help teams increase productivity

     Help the Product Owner and team with product backlog management

     Ensure teams are practicing core Agile, Waterfall, and VITA principles and processes

     Adhere to VDOT and VITA project management practices as defined

     Additional responsibilities as assigned

Knowledge, Skills, and Abilities

     Solid understanding of software development lifecycle (SDLC) models and expert knowledge of Agile project management principles and practices

     Ability to work with customers, understand their business practices, and manage their expectations

     Ability to set clear performance standards and hold team members accountable while keeping the team engaged and on track

     Ability to help Product Owners create and prioritize the Product Backlog

     Strong interpersonal skills including mentoring, coaching, collaborating, and team building

     Strong analytical, organizational, and decision-making skills

     Ability to analyze and document business and system processes

     Ability to balance competing demands for quality, scope, schedule, and cost

     Well-versed with Scrum and Kanban Agile methodologies

     Experience with the SAFe framework is a plus
