Position Summary
seeking a senior, experienced IT Project Manager to join the Project & Product Delivery portfolio. The candidate will lead and manage projects utilizing Agile, SAFe, Waterfall, and Kanban methodologies, working closely with senior leadership, business stakeholders, cross-functional teams, and vendors.
Mandatory Requirements
• Local candidates only
• Ability to work onsite up to 3 days/week
• MUST possess Active PMI Project Management Professional (PMP) certification
• MUST have documented risk management experience
• MUST have completed a Category 1 or 2 Commonwealth project of $5M or more, OR a non-COV project greater than $10M as PM of record
Preferred Qualifications
• Active PMP Certification
• Active Commonwealth PM Certification
• Commonwealth risk management experience
• Completion of a Commonwealth Category 1 or 2 project of $5M or more
Key Responsibilities
• Drive consistent project delivery through the entire project lifecycle, including project plans, release plans, resource allocation, and management of project risks, scope, schedule, and delivery of value
• Coordinate Agile ceremonies such as Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning
• Track and communicate project progress from a schedule, cost, and risk perspective to the project team, stakeholders, and management
• Establish an environment where teams can be effective and help remove obstacles
• Protect the team from outside interruptions and distractions
• Ensure a good relationship between the team and product owner, as well as others outside the team
• Track and report team velocity and other project metrics
• Promote continuous improvement and help teams increase productivity
• Help the Product Owner and team with product backlog management
• Ensure teams are practicing core Agile, Waterfall, and VITA principles and processes
• Adhere to VDOT and VITA project management practices as defined
• Additional responsibilities as assigned
Knowledge, Skills, and Abilities
• Solid understanding of software development lifecycle (SDLC) models and expert knowledge of Agile project management principles and practices
• Ability to work with customers, understand their business practices, and manage their expectations
• Ability to set clear performance standards and hold team members accountable while keeping the team engaged and on track
• Ability to help Product Owners create and prioritize the Product Backlog
• Strong interpersonal skills including mentoring, coaching, collaborating, and team building
• Strong analytical, organizational, and decision-making skills
• Ability to analyze and document business and system processes
• Ability to balance competing demands for quality, scope, schedule, and cost
• Well-versed with Scrum and Kanban Agile methodologies
• Experience with the SAFe framework is a plus
