Job description

Project Engineering Manager: Refining & Petrochemical Capital Projects
Job Summary
Core Group Resources is hiring a Project Engineering Manager for an engineering client in Corpus Christi, TX. Reporting into the project management group, this role owns the technical delivery of large, complex process plant projects, making sure engineering is complete, accurate, buildable, and aligned with business goals from early front-end planning through closeout.
You will lead multi-discipline engineering teams, manage interfaces with contractors and owner's engineers, and partner closely with project managers and project controls. The ideal candidate is a senior project engineering leader with deep EPC/EPCM experience, strong commercial awareness, and a proven ability to guide teams and clients through difficult technical decisions.
Responsibilities
  • Own engineering delivery on major or high-priority projects and, as needed, oversee several concurrent projects from kickoff through closeout
  • Direct multi-discipline engineering teams, including project engineers and senior project engineers, setting clear priorities, deliverables, and performance expectations
  • Act as the main engineering point of contact for project managers, client leadership, plant operations, technology licensors, vendors, subcontractors, and construction teams
  • Maintain overall technical integrity of the design so it meets scope, safety, quality, operability, maintainability, constructability, cost, and schedule targets
  • Approve engineering execution plans, discipline plans, key design decisions, deviations, and recovery actions within delegated authority, escalating larger issues with a recommended path
  • Push for cross-discipline optimization that improves constructability, modular design, total installed cost, and lifecycle value without sacrificing safety
  • Support project financial health through tight scope control, accurate forecasting, early issue resolution, and minimizing rework
  • Manage technical change, evaluating cumulative impacts, setting mitigation and approval strategy, and updating project baselines
  • Identify and manage high-impact engineering risks, opportunities, and interfaces across projects, with clear ownership and timely escalation
  • Lead quality and HSE expectations, verify assurance activities, and carry lessons learned forward to future work
  • Advise client and internal leadership with clear options, tradeoffs, and recommendations on complex technical and delivery issues
  • Support the broader business through proposal and estimate reviews, execution planning, resource planning, and continuous improvement

Requirements
  • Bachelor's degree in Engineering from an accredited program
  • 15+ years of engineering and project delivery experience in refining, petrochemical, gas processing, chemicals, or a related process industry
  • 10+ years in project engineering roles, including leading senior project engineers and multi-discipline teams on brownfield and/or greenfield projects
  • Proven ownership of engineering execution across all phases, from concept/FEL through detailed design, procurement, construction, commissioning, and closeout
  • Strong working knowledge of EPC/EPCM delivery, design assurance, change control, project controls, contracting interfaces, and commercial drivers
  • Deep understanding of the oil and gas stakeholder landscape, including operators, licensors, EPC firms, vendors, fabricators, contractors, and regulators
  • Track record of client-facing leadership, executive communication, negotiation, and conflict resolution
  • Ability to lead through influence, make sound risk-based decisions independently, and coach and develop engineering staff
  • Strong commercial awareness of how engineering choices affect cost, schedule, margin, and contract position
  • Proficiency with Microsoft Office and design review tools such as AutoCAD and Navisworks, plus the ability to use project data to guide decisions
  • Excellent written and verbal English communication skills

Preferred Requirements
  • Professional Engineer (P.E.) license or equivalent credential
  • Advanced degree in engineering or business (e.g., MBA)
