Star Catcher Industries, Inc. (Star Catcher), located in Jacksonville, Florida, is seeking an experienced, strategic, and operationally focused Facility Security Officer (FSO) to lead, manage, and execute our organization’s industrial security program. The FSO will be directly accountable for establishing, enforcing, and maintaining a unified facility security framework that safeguards company assets, classified information, intellectual property, physical infrastructure, and employee safety.

Unlike a narrow compliance or IT role, the FSO owns the complete spectrum of facility risk—spanning government clearance processing, perimeter security, insider threat mitigation, physical access controls, regulatory compliance, and security incident response. The ideal candidate serves as the primary liaison to government oversight authorities and executive leadership, translating complex regulatory security requirements into seamless operational decisions.

Key Responsibilities

 Industrial Security Leadership & Program Governance

• Develop, execute, and maintain a comprehensive industrial security program aligned with government regulations, company growth, and facility operations.
• Advise executive leadership and the CSO on emerging physical security threats, government compliance updates, and security risk mitigations.
• Oversee the annual facility security budget, security vendor contracts, access control systems, and physical security architecture.
• Serve as the primary point of contact for the Defense Counterintelligence and Security Agency (DCSA), local/federal law enforcement, and government sponsors.

Physical & Secure Facility Operations

• Manage all physical security programs, including Physical Access Control Systems (PACS), CCTV surveillance, visitor management, and guard force operations across all sites.
• Oversee secure facility design, construction, accreditation, and maintenance (e.g., SCIFs, SAPFs, closed areas) in compliance with DCSA and government standards.
• Direct crisis management protocols, emergency action plans, active shooter response, and physical safety operations.

Personnel Security & Clearance Management

• Manage the end-to-end personnel security clearance process via DCSA systems (e.g., DISS, NISS, e-QIP/NBIS), including initial applications, periodic reinvestigations, and status tracking.
• Conduct security briefings and debriefings, including initial, annual refresher, foreign travel, and termination briefings.
• Partner with HR and Legal to manage onboarding/offboarding workflows, background checks, and immediate access revocations.

 Compliance, Risk Management & Information Assurance

• Ensure strict organization-wide compliance with national frameworks and standards, including NISPOM (32 CFR Part 117), NIST SP 800-171, CMMC, ITAR/EAR, and ISO 27001.
• Partner with IT and CISO leadership to ensure secure communications, network integrity, and compliance across classified and unclassified processing areas.
• Conduct periodic self-inspections, vulnerability assessments, and risk mitigations to ensure full readiness for official DCSA security audits.

Insider Threat & Incident Response

• Manage and enforce the company’s Insider Threat Program, serving as the Insider Threat Program Senior Official (ITPSO) or primary manager.
• Direct investigations into security breaches, clearance violations, physical incidents, property theft, or compromise of classified/proprietary information.
• Champion company-wide security awareness training to foster a proactive security culture across all departments.

Required Qualifications & Skills

• Education: Bachelor’s degree in Security Management, Criminal Justice, Business Administration, Computer Science, or a related field (or equivalent combination of education and experience).
• Experience: 7–10+ years of progressive security experience, with at least 3–5 years as a designated FSO or Assistant FSO overseeing physical and industrial security operations.
• FSO Training: Completion of the DCSA / CDSE Facility Security Officer Course for Possessing (or Non-Possessing) Facilities.
• Technical & Physical Security Depth: Hands-on experience managing physical security infrastructure (PACS, intrusion detection, video surveillance, badge systems).
• Regulatory Mastery: Deep working knowledge of NISPOM (32 CFR Part 117), DCSA requirements, ITAR/EAR, and NIST/CMMC frameworks.
• Clearance Management Expertise: Hands-on proficiency with official government systems of record (DISS, NISS, e-QIP, NBIS, eFCL).
• Crisis Leadership: Demonstrated capability to direct emergency responses, conduct internal investigations, and make decisive risk-based decisions under pressure.

Preferred Certifications & Clearances

• Security Clearance: Active U.S. Government Top Secret Security Clearance (SCI eligibility preferred).
