Starting at $73,130
SUMMARY:
This position is responsible for performing advanced analysis, reconciliations, reporting, budgeting, and assigned financial functions; serves as a knowledgeable backup for critical functions and troubleshooting.
DUTIES AND RESPONSIBILITIES
The essential duties of the Analyst Sr., Accounting & Finance include, but are not limited to the following:
Ensure compliance with applicable OCPA's standard practices, policies, procedures, outside agencies, and requirements set forth in existing Florida Statutes, rules, and regulations of the Department of Revenue; as well as goals and objectives set by the Property Appraiser. Analyzes, prepares, and reconciles financial records, reports, and transactions. Researches and resolves accounting and financial discrepancies.
Performs month-end, quarterly, and year-end closing activities, including journal entries and reclassifications. Analyze, support, and ensure continuous process improvement initiatives and internal control improvements. Leads and coordinates the annual budget process, including preparation, analysis, and monitoring. Supports internal and external audits, including documentation, schedules, and assigned audit requests. Reviews financial activities for compliance with internal controls and regulatory requirements. Assists with the accounts receivable invoices and payment collection.
Assists in developing financial processes and procedures for the Department. Assists in the training of employees in the assigned area and team members. Provides backup support for any process, including review, analysis, reconciliation, and resolution of discrepancies and troubleshooting, as needed. Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with the office's policy. Perform other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.
SUPERVISORY RESPONSIBILITIES
This position does not have direct reports but may have guidance and training responsibilities.
SKILLS AND QUALIFICATIONS
Years of experience:
Must have five (5) years or more of accounting & finance experience.
Education
Associate degree (AA) or equivalent from a two-year college or technical school, or six months to one year related experience and/or training, or equivalent combination of education and (5) years or more of accounting & finance experience.
Substitution
High school diploma or possession of a GED certificate and four years of work experience directly related to the position duties. Computer skills required:
Financial Management System, Platform Systems, Project Management Systems, Invoice Management System, Word Processing Software (Word), Electronic Mail Software (Outlook), and Presentation software (PowerPoint). Additional skills required:
Ability to rapidly acquire and retain knowledge of administrative and procedural regulations.
Proven attention to detail, reliability, and outstanding organizational skills, and the ability to prioritize multiple projects under minimal supervision. Understanding of public sector accounting practices is a plus. Must have knowledge of garnishments, wage and hour laws, payroll rules, and regulations. Must be able to exercise discretion and independent judgment with respect to matters of significance. Must maintain strict confidence in all employee records.
Ability to take initiative or make recommendations to produce more effective and efficient results in accomplishing the Department's goals. Must be organized, detail-oriented, and able to prioritize and manage time effectively. Must provide excellent customer service and assistance internally and externally. Must be able to work independently and as a team with professionalism, integrity, and respect. Must be customer service oriented. Must be able to operate and use standard office equipment.
Must be familiar with and able to utilize a personal computer and standard office software, including Microsoft Word, Excel, and Outlook. Must have thorough knowledge and understanding of business English and Math. This includes the ability to make arithmetic computations accurately with reasonable speed. Must have the ability to understand and carry out highly complex oral and written instructions, as well as the ability to interpret and follow office practices, policies, procedures, and regulations. Language skills:
Bilingual in English and Spanish preferred.
