Position: Senior IT Project Manager / Program Manager
Duration: 1 year with four additional 1-year options
Location: San Diego, CA – Hybrid / onsite required for key activities
Client: County of San Diego, California
Expected Start: January 2027
Job Description:
TECHNIX LLC d/b/a TechNix is looking for a very senior IT Project Manager / Program Manager for a County of San Diego enterprise technology modernization program.
This is a senior owner-side project management role. The selected consultant will work with County leadership, technology teams, business departments, software vendors, consultants and other stakeholders to manage a major enterprise system modernization.
Candidate must have:
  • Minimum 10 years of progressively responsible project/program management experience.
  • Minimum 5 years of experience in a LOCAL GOVERNMENT environment. County, city or similar municipal/local-government experience is strongly preferred.
  • Minimum 5 years leading large, complex enterprise technology implementations or modernization programs with budgets of $10 million or more.
  • Experience serving in a lead PM/program-management role for at least 3 enterprise system implementations, including implementation, deployment/go-live and/or post-production stabilization.
  • Strong experience managing multiple workstreams involving business stakeholders, technical teams, vendors, consultants and executive leadership.
  • Experience managing scope, schedules, budgets, risks, issues, dependencies, vendor performance and executive reporting.
  • Experience with several of the following: requirements, system integration, data migration/conversion, testing/UAT, training, organizational readiness, cutover, go-live and stabilization.
  • Public-sector/government or highly regulated organization experience.
Strongly preferred
  • PMP and/or PgMP certification.
  • Agile, Scrum, Prosci/change-management certification or experience.
  • Experience presenting to executive sponsors, Steering Committees or governing bodies.
  • Experience creating Integrated Master Schedules.
  • Strong vendor/contract-performance management experience.
  • Experience with cloud migration/data-center transition.
  • CAMA, property assessment, property tax, land records, permitting or similar government enterprise-system experience.
  • CAMA/property experience is desirable, but the RFQ places it in the qualifications section rather than the mandatory-minimum list. RFQ_13360_v1
Major responsibilities
The PM will:
  • Serve as the County's lead/owner-side PM for the modernization program.
  • Coordinate County teams, implementation vendors and consultants.
  • Maintain the integrated program/master schedule.
  • Manage risks, issues, decisions and dependencies.
  • Monitor vendor performance and contractual milestones.
  • Coordinate data migration, integration, testing/UAT, training and business readiness.
  • Plan cutover, go-live and post-production stabilization.
  • Prepare weekly/monthly status reports and executive dashboards.
  • Facilitate Steering Committee and executive governance meetings.
  • Track budget, forecasts and schedule impacts.
  • Support organizational change and knowledge transfer.
Work location
The consultant must be available during County business hours, Pacific Time, and must be able to work onsite in San Diego for important activities such as Steering Committee meetings, vendor workshops, UAT, cutover, go-live and stabilization. After-hours availability may occasionally be required during cutover/go-live. RFQ_13360_v1
