Job Description

LSF is seeking a talented IT Data & Analytics Manager who wants to make an impact in the lives of others.

Purpose and Impact:

The Data & Analytics Manager leads LSF business intelligence, reporting, data quality, and responsible AI activities. The role supervises analytics staff, establishes priorities and standards, reviews deliverables, and ensures reliable, secure, and useful data products. This position partners with organizational leaders and business units to translate operational needs into sustainable dashboards, reporting, and actionable insights in a Microsoft-centered environment.

Essential Functions:

  • Supervise, coach, prioritize, and coordinate BI, data, analytics, and reporting staff and assignments.
  • Manage intake, requirements, delivery, status communication, and quality review for analytics requests.
  • Lead development, testing, publishing, security, maintenance, and lifecycle management of Power BI reports, dashboards, semantic models, datasets, and KPIs.
  • Provide technical oversight for SQL, DAX, Power Query, data modeling, extracts, validation, performance, and troubleshooting.
  • Maintain data governance standards for definitions, ownership, lineage, business rules, documentation, access, and change control.
  • Oversee data profiling, reconciliation, exception tracking, and remediation to improve accuracy, completeness, consistency, and trust.
  • Apply privacy, least-privilege access, secure sharing, and organizational data-use requirements with security, compliance, and data owners.
  • Evaluate responsible AI and automation opportunities; validate outputs, risks, safeguards, disclosure, and human oversight.
  • Lead stakeholder sessions, demonstrations, testing, training, adoption, implementation support, and post-release improvement.
  • Prepare executive summaries, user guidance, data dictionaries, procedures, release notes, and explanations of metrics and limitations.
  • Coordinate analytics projects, risks, releases, incidents, refresh failures, access issues, and continuous improvement.
  • Perform other related duties supporting LSF technology, governance, analytics, and mission priorities.

Physical Requirements:

  • Primarily sedentary work involves prolonged computer use, reading, analysis, documentation, and keyboard and mouse operation, and maintain sufficient visual acuity to read computer screens, technical information, and written materials
  • Ability to communicate effectively in person, by telephone, by video, and electronically.
  • Occasional walking, standing, bending, reaching, and lifting or carrying items weighing up to 15 pounds may be required.
  • The position is primarily performed in a climate-controlled office or technology environment with routine computer and screen use. The work may involve prolonged concentration and periods of increased work intensity when responding to urgent technology issues. Occasional work in other areas of the organization may be required.
  • Occasional statewide travel; reliable transportation and automobile liability insurance are required when business travel applies.

Education:

  • Associate’s degree in related technology is required. A Bachelor's degree in data, analytics, statistics, engineering, public administration, or business field is preferred.
  • Microsoft data, analytics, governance, AI, project management, ITIL, cybersecurity, or leadership certifications are preferred.

Experience:

  • Five or more years of progressively responsible BI, analytics, reporting, systems, database, or data governance experience required.
  • Two or more years of lead, supervisory, mentoring, project leadership, or work-coordination experience is preferred.
  • Hands-on experience with Power BI, DAX, Power Query, semantic models, SQL Server, relational databases, ETL or ELT, validation, and report lifecycle management.
  • Experience supporting executive, operational, compliance, finance, HR, funder, or program reporting in a complex organization.
  • Experience with Microsoft 365, SharePoint, Teams, Power Platform, Fabric or Azure data services, development tools, or similar platforms is preferred.
  • Nonprofit, human services, healthcare, government-funded, social services, or regulated-data experience is preferred.

Skills:

  • People leadership, coaching, prioritization, accountability, and team development.
  • Power BI, DAX, Power Query, SQL, data modeling, visualization, ETL or ELT, validation, and troubleshooting.
  • Data governance, quality, definitions, documentation, lineage, ownership, security, privacy, and secure access.

  • Requirements gathering, stakeholder facilitation, executive communication, training, and business translation.
  • Project delivery, change management, critical thinking, organization, judgment, accuracy, responsiveness, and follow-through.

Other:

Must demonstrate sensitivity to our service population’s cultural and socioeconomic characteristics and needs.

Principal Accountabilities:

  • Reports to VP Information Tech
  • Team player with co-workers and Central Services office staff.
  • Adherence to Agency policies and management practices.
