Job Description
Responsibilities Program Description: The program provides Systems Engineering and Technical Assistance (SETA) core and non-core support in the areas of Cyber Security and Management to improve the Information Assurance (IA) posture of a National customer. The contracts Core Capabilities are: IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support. Position Description: The Cyber Systems Engineer Senior Technical Support provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to: * Review, assess and produce Technical reports on CDRL items delivered by the Cyber Security Services contractors.
* Provide assessments to the customer on the cybersecurity contractor's program performance.
* Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor's performance.
* Assist in the development of execution reviews, acquisition roadmaps and transition plans.
* Develop briefings and artifacts for acquisition Readiness Reviews.
* Provide technical recaps of customer meetings with cyber security contractors.
* Work closely with the customer Lead and stakeholders to execute contracts.
* Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.
* Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.
* Assesses contractor performance using evaluation criteria and technical performance measures.
* Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements.
* Assist in the development of technical requirements.
* Produce high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials.
* Analyze policies and procedures against Federal laws and regulations and provides recommendations for closing gaps.
* Develop strategies to comply with privacy and risk management requirements.
Qualifications Required: * 10 to 12 years with BS or 8 to 10 years with MS or 5 to 7 years with PhD.
* Must possess and be able to maintain a TS/SCI with Poly
* DoD 8570 certification in IAT or IAM
* Experience supporting project management and acquisitions
* Experience with customer's Cybersecurity Processes and tools/capabilities
* Experience in requirements analysis
* Strong attention to detail
* Ability to work in a team environment
* Hands-on working knowledge of Excel and other database applications
* Excellent oral and written communications skills
* Ability to support Senior Level GPOCs
Desired: * Self-starter requiring limited direction and supervision
* Bachelors of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP)
* Experience briefing senior customer personnel
* Ability to organize and prioritize numerous customer requests in a fast pace deadline driven environment
* Familiarity with the RMF process
* Experience supporting IC or DoD in the Cyber Security Domain
* Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint
Equal Pay Act This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
