Job Description

Education Qualifications

 Bachelor’s degree in Business Administration, Computer Science, Information Systems, or related fields

· Master’s degree in a relevant field is preferred.

. General ExperienceMinimum 6 years of experience in business analysis, preferably with state or federal Grants Management Systems.

Minimum 5 years of experience leading IT training and OCM for large-scale public sector system implementations.

Strong understanding of requirements gathering, workflow automation, and financial reconciliation processes.

 Experience with tools like JIRA, TFS, or any other requirements management tool.

Proficiency in Agile methodologies and SDLC practices.

Knowledge of FEMA grant programs and disaster cost recovery is highly preferred.

 Excellent communication, documentation, and interpersonal skills.

 Minimum 5 years of experience configuring and implementing enterprise Grants Management or similar workflow-driven software products.

 Experience delivering digital and in-person training programs.

 Key Responsibilities

The BA/SME will be responsible for gathering and analyzing business requirements, coordinating with TDEM stakeholders, and contributing to system design.

Collaborate with stakeholders to conduct business process discovery sessions and document current-state and future-state processes

Gather requirements for FEMA Public Assistance, Hazard Mitigation, and state disaster programs to ensure workflows support reimbursement-based financial assistance.

Translate business needs into functional specifications, user stories, and acceptance criteria.

Develop process models, workflows, mockups, and documentation to map TDEM processes to the native capabilities of the ISSI GMS product.

 Serve as a liaison between business users and technical teams to ensure alignment of goals.

Ensure end-to-end traceability of requirements throughout the development lifecycle.

Participate in Agile ceremonies such as sprint planning, reviews, and retrospectives.

Execute Phase 7 requirements by leading role-based training, train-the-trainer programs, system administration training, and end-user training for the new ISSI GMS platform.

 Develop comprehensive training materials, user guides, and technical documentation.

Configure the core ISSI GMS platform to meet TDEM's grant program, workflow, and financial management requirements maximizing native product capabilities.

IV. Specialized / Preferred Experience

PMP training and Business Analyst certifications (e.g., CBAP, CCBA)

Scrum or Agile certification is a plus.
