Position Summary
The Business Development Associate supports organizational growth through opportunity identification, market research, proposal writing and development, capture support, sales support, and marketing activities. The role works closely with leadership, business development personnel, subject matter experts, and internal teams to identify new opportunities, develop compelling and compliant proposals, maintain business development and marketing assets, and support growth across federal, state, local government, and commercial markets.
Core Responsibilities
1. Business Development & Opportunity Management
· Identify, research, qualify, and track new business opportunities through government procurement portals, industry databases, networking events, and market intelligence sources.
· Monitor federal, state, local, and commercial contract opportunities and maintain an organized opportunity pipeline.
· Conduct market research and competitive analysis to identify target customers, industry trends, potential partners, and growth opportunities.
· Support outreach and relationship-building activities with prospective clients, teaming partners, subcontractors, and industry stakeholders.
· Coordinate and participate in meetings related to business opportunities, capture activities, client discussions, and partnerships.
· Assist with developing and maintaining strategic partner and teaming relationships.
· Maintain business development trackers, opportunity pipelines, status reports, and dashboards.
2. Proposal Writing, Development & Capture Support
· Lead or support the preparation of proposals, Requests for Proposals (RFPs), Requests for Information (RFIs), Sources Sought responses, capability statements, and other business development submissions.
· Read and analyze solicitations, Statements of Work (SOWs), Performance Work Statements (PWSs), evaluation criteria, submission instructions, and contractual requirements.
· Develop proposal content, including executive summaries, corporate qualifications, technical/management approaches, staffing approaches, past performance, company experience, and differentiators.
· Coordinate proposal writing activities with subject matter experts, technical teams, recruiting/staffing teams, leadership, and business development personnel to gather accurate and relevant content.
· Create and maintain proposal outlines, compliance matrices, proposal checklists, action-item trackers, and submission schedules.
· Map solicitation requirements to proposal responses and verify that every mandatory requirement and evaluation criterion is addressed.
· Draft, edit, proofread, format, and quality-check proposal narratives for clarity, consistency, responsiveness, grammar, and compliance.
· Develop persuasive but fact-based proposal language that clearly communicates organizational capabilities, relevant experience, staffing strengths, methodologies, and value to the customer.
· Coordinate color reviews and internal quality reviews, track comments, incorporate revisions, and support final production and submission.
· Maintain and update reusable proposal assets, boilerplate content, resumes, past performance references, corporate experience, capability statements, and proposal repositories.
· Ensure proposal files, versions, supporting documents, and submission materials are organized and readily available for future opportunities.
· Support post-submission activities such as clarification responses, amendment updates, revised submissions, and proposal debrief documentation when required.
3. Sales & Marketing Support
· Assist with developing and maintaining capability statements, presentations, brochures, company profiles, and other marketing collateral.
· Support sales and marketing campaigns designed to increase brand awareness and generate qualified business opportunities.
· Prepare company presentations and customer-facing materials for client meetings, networking events, conferences, trade shows, and industry engagements.
· Assist with website content updates, social media activities, promotional materials, and other marketing initiatives as directed.
· Represent the company professionally during networking events, conferences, trade shows, and industry functions.
· Support initiatives that strengthen the company's visibility, reputation, and market presence.
4. Reporting, Coordination & Documentation
· Maintain accurate records of opportunities, proposal activities, deadlines, partner information, and business development status.
· Prepare periodic pipeline, proposal, and business development status reports for leadership.
· Coordinate deadlines and deliverables across multiple concurrent opportunities while maintaining document accuracy and version control.
· Maintain organized electronic repositories for proposals, past performance, resumes, corporate information, and other reusable business development assets.
Required Skills & Competencies
· Proposal Writing & Development – Ability to research, draft, edit, and format clear, customer-focused proposal responses.
· RFP/RFI/Solicitation Analysis – Ability to interpret solicitation requirements, evaluation criteria, instructions, SOWs/PWSs, and compliance requirements.
· Compliance & Quality Control – Experience creating compliance matrices, checklists, response outlines, and conducting detailed proposal reviews.
· Business Development – Ability to identify, research, qualify, and track new business opportunities and maintain an active pipeline.
· Capture Support – Understanding of opportunity qualification, customer research, competitive analysis, teaming, and pre-RFP activities.
· Market Research – Ability to research customers, competitors, industry trends, procurement activity, and potential partners.
· Technical & Business Content Coordination – Ability to work with SMEs and internal teams to collect and translate complex information into proposal-ready content.
· Communication & Collaboration – Strong written and verbal communication skills with the ability to coordinate across leadership, technical, sales, recruiting, and operations teams.
· Editing & Proofreading – Strong attention to grammar, consistency, formatting, accuracy, and professional business writing.
· Presentation Development – Ability to create professional PowerPoint presentations, capability briefings, and company overviews.
· Microsoft Office – Strong working knowledge of Microsoft Word, Excel, and PowerPoint; experience with document formatting and proposal production.
· CRM / Pipeline Tracking – Ability to maintain opportunity trackers, CRM records, dashboards, and business development reports.
· Time Management – Ability to manage multiple opportunities, proposal deadlines, competing priorities, and time-sensitive submissions.
· Attention to Detail – Strong ability to identify omissions, inconsistencies, formatting issues, and solicitation compliance gaps.
· Government Contracting Exposure – Familiarity with federal, state, or local government procurement processes is preferred.
Preferred Experience
· Experience in business development, proposal coordination, proposal writing, capture management, sales support, or government contracting.
· Experience supporting federal, state, local government, or commercial RFP/RFI responses.
· Experience working with procurement portals, opportunity databases, CRM systems, or business development tracking tools.
· Experience in IT services, professional services, staffing, consulting, or technology solutions is preferred.
· Knowledge of government contracting terminology, proposal lifecycle processes, and past performance documentation is preferred.
