We are looking for an experienced Application Systems Analyst / Programmer to help modernize an existing Microsoft Excel-based Stream Compensatory Mitigation Accounting Calculator (SCMAC) into a more user-friendly application.

• Assess and understand the existing Excel-based SCMAC and its functionality.
• Evaluate and compare alternative applications/tools that could replace or improve the current Excel solution.
• Develop a selection matrix and recommend the most appropriate application/platform.
• Convert/adapt the existing SCMAC into the selected application.
• Preserve the existing formulas, calculations, business rules, and expected outputs.
• Implement a solution that is user-friendly, accurate, adaptable, automated, and robust.
• Build real-time validation/error handling to identify missing or incorrect data.
• Ensure calculations are protected/locked so external users cannot modify internal formulas.
• Support accessibility across computer, phone, and iPad without requiring specialized software.
• Beta test the new application using project data provided by the client.
• Work closely with business/mitigation staff to validate functionality and expected results.
• Provide written and verbal documentation, evaluation, recommendation, and beta-test results.
• Deliver the final production-ready version of the SCMAC.

• Strong experience in application development / systems analysis.
• Hands-on experience converting Excel-based business tools/calculators into applications.
• Strong understanding of Excel formulas, calculations, automation, and business rules.
• Experience evaluating and selecting software/application platforms.
• Experience with application modernization or migration from spreadsheet-based solutions.
• Strong data validation, error handling, and user-interface design experience.
• Ability to develop solutions that are secure, maintainable, adaptable, and user-friendly.
• Strong analytical, documentation, communication, and stakeholder collaboration skills.
• Experience with beta testing/UAT and production validation.
• Ability to work with business users to understand existing functionality and translate it into an application.
