Oracle APEX / Oracle Forms Developer – Pennsylvania state environmental agency

Contract: Nov 9, 2026 – Jun 30, 2027 (W2 only, through Cybrty Inc.)
Location: Remote. You must live within 2 hours of Harrisburg, PA.
Schedule: 37.5 hours/week
No C2C, no 1099, no sponsorship.

About the role
Help modernize legacy Oracle Forms applications by moving them to Oracle APEX on Oracle Database 19c. These are mission-critical environmental and regulatory systems.

What you will do

• Analyze existing Oracle Forms apps: architecture, data structures, integrations
• Convert Oracle Forms applications to Oracle APEX
• Design modern APEX screens and help set UI/UX standards
• Write PL/SQL stored procedures, functions, packages and advanced queries
• Tune performance and set up security roles and authorization
• Write technical and functional documentation
• Support testing, releases and production deployments
• Mentor state IT staff and give weekly status updates

What you need

• Bachelor's degree in computer science or related field
• 5–7 years of Oracle PL/SQL development
• 5–7 years building applications in Oracle APEX
• Strong Oracle RDBMS knowledge (19c preferred)
• SQL Developer and/or TOAD
• Data modeling and web services integration
• SQL performance tuning and debugging (Oracle, plus SQL Server)

Nice to have

• Oracle Forms to APEX migration experience
• Government or environmental systems experience
• XML, HTML, Java, PL/SQL APIs, SOA, Agile/Scrum
