The Department’s Bureau of Sustainability is actively developing the policies and regulations needed to advance New York City’s climate goals. In a city where buildings contribute nearly three-quarters of our greenhouse gas emissions, a focus on efficiency, building energy usage, and decarbonization is critical. The Senior Policy and Financial Analyst will be instrumental in directing the development, management, communication, and evaluation of policies, processes, and programs that impact building energy efficiency and carbon reduction.
The successful candidate will be able to move between high-level policy questions and practical implementation details, including how laws and rules are operationalized through data systems, filings, guidance, case review, audit, and enforcement.
Under administrative direction, with the widest latitude for the exercise of independent judgment and initiative, performs technical work, research and analysis and serves as project leader to implement sustainability projects. Primary responsibilities will include but are not limited to:
- Analyze issues involving building energy use, greenhouse gas emissions, electrification, energy efficiency, renewable energy credits, offsets, and other carbon-reduction strategies, including through scenario analysis and implementation frameworks that assess costs, assumptions, emissions impacts, compliance options, and operational feasibility. Plan and direct related research.
- Evaluate and support funding and financing strategies that advance building decarbonization, including incentive programs, financing mechanisms, public-private partnerships, contracts, and other approaches to reducing implementation barriers.
- Translate laws, rules, and policy objectives into practical, auditable, and enforceable programs, processes, guidance, and system requirements.
- Prepare policy memoranda, executive briefings, guidance documents, technical summaries, presentations, fact sheets, and decision materials.
- Serve as a subject matter expert and communicate complex policy and technical issues effectively to internal and external stakeholders.
