Candidates are expected to be in the office in PA 2 days a week (offices available statewide) with one of those days being Wednesday. 3 days can be worked from home/remote.
Position Summary
We are seeking an experienced Product Manager to lead the modernization of the application. The application is critical important to resolving complaints from the public with utilities companies. A three yearlong modernization effort is about to start that will involve the planning and delivery of this exciting project. This role will be responsible for defining the product vision, prioritizing the roadmap, gathering and managing user stories, leading the design, leading the development team, testing and implementation of the product. The Product Manager will work closely with business stakeholders, technical teams, architects, and vendors to ensure the modernized solution meets current and future business needs while aligning with enterprise architecture, security, and accessibility standards.
Key Responsibilities
· Own the product vision, strategy, and roadmap for the application modernization initiative.
· Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.
· Translate business needs into clear user stories, acceptance criteria, and product backlog items.
· Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
· Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.
· Define success metrics and KPIs for the modernized application and track progress against them.
· Support change management, user adoption, and training efforts related to the modernized solution.
· Ensure the product aligns with standards for security, accessibility (WCAG), data privacy, and compliance.
· Identify risks, dependencies, and impediments and drive resolution.
· Provide regular status updates and recommendations to IT leadership and business sponsors.
Required Skill
· Experience as a Product Manager leading $10M large-scale public-sector modernization efforts
· Demonstrated experience modernizing legacy applications or leading digital transformation projects
· Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs
· Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
· Experience with overseeing and testing of large data conversions
· Experience with enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architectures).
· Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems - Highly desired
· Experience with process improvement and business process reengineering - Highly desired
· Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements - Highly desired
· Previous experience working with Government agencies or similar public-sector organizations - Highly desired
· Bachelor’s degree in Business, Information Systems, Computer Science, or related field (or equivalent experience). - Highly desired
