POSITION OVERVIEW: The Government and Community Partnerships Department (GovCo) helps bridge the gap between the work of NYCEDC and the needs and ideas of New Yorkers impacted by our projects. We advance NYCEDC’s agenda and ensure projects advance smoothly by cultivating external relationships, developing public engagement strategies, and building political and community support for EDC’s projects.
GovCo’s AVP, Legislative Affairs, will help lead NYCEDC’s legislative and public policy agenda by advancing initiatives that support economic development, infrastructure investment, workforce development, innovation, and inclusive neighborhood growth across New York City. The AVP, Legislative Affairs, will serve as a key strategic advisor to project teams and leadership, analyzing legislative and policy developments, coordinating advocacy efforts, supporting government approvals, and cultivating relationships with elected officials, government agencies, and external stakeholders to advance NYCEDC priorities. The selected candidate will also help build, maintain, and coordinate NYCEDC's relationships with community stakeholders, unions and labor partners, advocates, private-sector stakeholders, and related entities to support the successful delivery of NYCEDC’s projects and programs. This role requires strong policy judgment, political acumen, exceptional communication skills, and the ability to manage complex initiatives across multiple stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Monitor, analyze, and assess City, State, and Federal legislation, regulations, budget actions, and policy proposals that impact NYCEDC and its projects.
- Develop policy recommendations, briefing materials, strategic memoranda, and legislative guidance for senior leadership and project teams.
- Formulate legislative strategy for major NYCEDC projects and initiatives, including identifying required legislative actions, government approvals, and stakeholder engagement strategies.
- Support preparation for City Council, State Legislature, and other governmental hearings, including testimony, briefing books, Q&A materials, and executive preparation sessions.
- Develop and maintain relationships with elected officials, legislative staff, agency representatives, unions, trade associations, advocacy organizations, and other key partners.
- Partner with project teams, Legal, Public Affairs, Strategy, and external stakeholders to align legislative priorities with project objectives and organizational goals.
- Develop presentations to elected officials, community boards, and other stakeholders, in coordination with project teams; respond to inquiries regarding projects from elected officials and stakeholders.
- Attend public meetings, maintain relationships with key stakeholders, and coordinate with external consultants on the design and implementation of engagement strategies.
- Work collaboratively within interdisciplinary teams to achieve organizational goals and priorities.

QUALIFICATIONS:
- Bachelor’s degree in in Public Policy, Political Science, Government, Urban Planning, Economics, or a related field required.
- At least 5 years of experience in legislative affairs, government relations, public policy, public affairs, economic development, or related fields. Experience working with labor organizations, union leadership, and workforce stakeholders preferred.
- Strong knowledge of New York City, New York State, and Federal legislative and governmental processes.
- Experience drafting policy analyses, testimony, legislative language, and executive-level briefing materials.
- Background building and maintaining relationships with elected officials, government agencies, and external stakeholders.
- Strong analytical and strategic thinking abilities, including the ability to assess complex policy and political issues.
- Proven ability to manage multiple priorities in a fast-paced environment while exercising sound judgment and discretion.
- Exceptional written, verbal, and presentation skills.
- Ability to travel within five boroughs of New York City and attend evening and occasional weekend meetings.Valid Driver’s license preferred.
- New York City residence is required within 180 days of hire
