Job Title: Program Manager
Location: San Diego, CA
This position requires the ability to travel between Camp Pendleton and Marine Corps Air Ground Combat Center Twentynine Palms, California, with occasional travel to Honolulu, Hawaii, as needed to support on-site project and customer requirements.
The Program Manager is responsible for planning, coordinating, and overseeing telecommunications, technology infrastructure, and related construction projects supporting the Department of Defense (DoD), DISA, NAVFAC, and other federal customers. This position manages multiple projects and task orders involving inside plant (ISP) and outside plant (OSP) telecommunications infrastructure, fiber optic and structured cabling systems, network infrastructure, audiovisual (AV)/VTC systems, low-voltage systems, equipment installation, facility improvements, and related construction activities.
The Program Manager provides oversight from initial requirements development, site survey, estimating, and proposal development through planning, procurement, execution, testing, customer acceptance, and project closeout. The position works closely with government personnel, engineers, project managers, field personnel, subcontractors, vendors, and internal stakeholders to ensure projects are completed within scope, schedule, budget, and applicable contractual, technical, safety, security, and customer requirements.
The Program Manager may oversee multiple concurrent projects and task orders of varying size, complexity, and duration across DoD and federal facilities.
Key Responsibilities
Bachelor's degree in Project Management, Business Administration, Construction Management, Engineering, Information Technology, Telecommunications, or a related field.
Minimum of 10 years of relevant experience in project management, program management, telecommunications, construction, technology infrastructure, or a related field.
Experience managing or coordinating multiple concurrent projects, task orders, schedules, and project teams.
Experience with telecommunications, fiber optic infrastructure, structured cabling, network infrastructure, low-voltage systems, construction, or related technology infrastructure.
Familiarity with inside plant (ISP) and outside plant (OSP) telecommunications infrastructure.
Familiarity with fiber optic installation, splicing, termination, testing, certification, cable pathways, telecommunications rooms, and structured cabling systems.
Experience working with subcontractors, vendors, construction trades, engineers, technicians, and field personnel.
Experience with project estimating, budgeting, scheduling, procurement, subcontractor coordination, and project cost control.
Experience with federal contract requirements, task orders, PWS/SOW documentation, RFIs, submittals, change management, and project closeout documentation.
Ability to review and understand scopes of work, technical requirements, drawings, project schedules, proposals, subcontractor documentation, and contract requirements.
Strong organizational, communication, documentation, leadership, and problem-solving skills.
Ability to work independently, manage competing priorities, and follow project issues through resolution.
Ability to effectively communicate with government customers, technical personnel, subcontractors, and senior management.
Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.

Preferred Qualifications
Project Management Professional (PMP) certification.
Experience supporting Department of Defense (DoD), DISA, NAVFAC, or other federal government programs.
Experience managing IDIQ, Job Order Contract (JOC), task order, or similar federal contracting vehicles.
Experience with federal telecommunications, technology infrastructure, construction, or facility modernization projects.
Experience managing projects involving ISP/OSP fiber, structured cabling, telecommunications, low-voltage systems, and associated civil or construction work.
Familiarity with federal construction, quality control, safety, submittal, scheduling, and closeout processes.
Experience with Microsoft Project, AutoCAD, and construction or project management software.
Security: Requires the applicant to possess and maintain an active security clearance for the position.

Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
