Job Summary

IntelliSavvy is seeking an experienced Economic Development & Feasibility Lead to support a feasibility study for an AI-focused Center of Excellence. The consultant will lead the economic development, market research, site feasibility, financial modeling, and governance components of the engagement while collaborating with our AI and technology SMEs.

Key Responsibilities

• Conduct regional economic development and market feasibility analysis.

• Lead employer and stakeholder research, including executive interviews and surveys.

• Assess site/facility feasibility, infrastructure needs, and operational requirements.

• Develop capital and operating cost estimates and a 5-year financial pro forma.

• Evaluate funding, revenue, sustainability, and public-private partnership models.

• Recommend appropriate business, operating, and governance structures.

• Identify roles for government, industry, universities, workforce organizations, and other partners.

• Contribute to the final feasibility report, implementation roadmap, and executive presentations.

Required Qualifications

• 8–12+ years of experience in economic development, feasibility consulting, management consulting, or economic strategy.

• Proven experience conducting economic development or market feasibility studies.

• Strong employer/stakeholder research and executive interviewing experience.

• Experience with site/facility assessments for innovation, workforce, research, technology, or similar centers.

• Strong financial modeling experience, including 5-year pro formas, operating costs, revenue projections, break-even, and scenario analysis.

• Experience developing business/operating models and governance structures.

• Strong report-writing, analytical, facilitation, and presentation skills.

Preferred

• Experience with technology/innovation centers, Centers of Excellence, research parks, or workforce initiatives.

• Virginia or regional economic-development experience.

• Familiarity with GO Virginia or similar economic-development programs.

• Experience supporting public-sector feasibility studies or grant-funded initiatives.

Ideal Profile: A multidisciplinary consultant with hands-on experience across economic development + market research + site feasibility + financial modeling + governance, rather than a candidate specializing in only one of these areas.
