Description & Requirements
Maximus is currently seeking a Solutions Analyst to support our Federal Health market as a trusted connective resource between our growth, technology, and operations organizations. This role is built for an emerging, mid-level professional with a proven track record of customer engagement, proposal, white paper and RFI writing, and working alongside technology teams. If you're someone who is energized by fast-moving information requests and has a genuine interest and aptitude for using technology, including AI, to accelerate how we understand and respond to customer needs, read on. You will be reporting to the VP & Market Solution Architect for Federal Health, but you will align with and spend focused time with our Federal Growth team. In this capacity, you will help synthesize input from across the business to produce credible, differentiated, and fast-turn responses to customer information requests, briefings, demonstrations, white papers, RFIs, and RFP inputs supporting agencies such as CMS, HRSA, VA, HHS, and state Medicaid programs. You'll help to communicate the Maximus differentiation message around federal healthcare policy and programs; healthcare operations and administration; health data, interoperability and standards; healthcare economics and payment models; digital and technology modernization; data, analytics and AI; clinical program experience and digital service delivery.
This is a remote position.
Essential Duties and Responsibilities:
- Responsible for the architectural integrity of the program and maintaining the enterprise vision of the solution from a technical and business perspective. Find balanced solutions that satisfy both business and technical requirements.
- Responsible for the business/technical solution and guiding what should be done within the program to ensure alignment with the enterprise strategy.
- Provide technical design, prototype development, and support to program management in the initiation, design, development, implementation, maintenance and management of service- based enterprise architecture.
- Lead enterprise architecture analysis, evaluation, design, integration, documentation, and development. Mediate between competing priorities or technical disagreements.
-Participate in technical working sessions and gather input from SMEs.
- Work with internal and external teams to incorporate domain-specific capabilities and competencies into solution designs.
- Work closely with business leaders, customers, or other stakeholders to understand priorities and constraints. Facilitate collaboration across organizations and act as a bridge between technical teams and non-technical stakeholders.
-Work directly with customers to understand their needs and design tailored solutions. Build trust and credibility through consistent delivery and transparency.
- Help guide teams through technology transitions. Support training and adoption efforts to ensure successful implementation.
- Communicate and collaborate both internal and external to the organization, which includes stakeholders, clients, SMEs, vendors and various teams.
- Provide guidance, coaching, and training to technical employees across the company.
- Delegate and review work of junior technical professionals.
Job-Specific Essential Duties and Responsibilities:
Fast-Turn Information Request Support:
- Serve as an early point of coordination for fast-turn customer information requests (data calls, sources sought, capability statements, quick-turn questions) within the Federal Health market vertical.
- With the oversight of both the Growth and Technology teams, triage incoming requests, identify the right internal contributors, and drive them to an on-time, quality response.
- Maintain a working library of reusable content, past responses, and approved messaging on eligibility & enrollment, clinical/care management, program integrity, interoperability, and health IT modernization to accelerate future turnarounds.
Cross-Organizational Synthesis:
- Reach across growth (business development/capture), technology (CTO/engineering), and operations organizations to gather inputs and translate them into a single, coherent customer-facing narrative.
- Act as an honest and transparent broker between technical and non-technical contributors, resolving gaps and inconsistencies before content reaches the customer.
- Build and maintain relationships with subject matter experts across the enterprise to know who to call and how to get answers quickly.
White Papers, RFIs & Proposal Support:
- Draft and/or co-author white papers, RFI responses, and concept papers that clearly articulate Maximus's value proposition for Federal Health missions (eligibility & enrollment, clinical and care management systems, program integrity, health IT interoperability).
- Support RFP development by contributing technical and programmatic content, coordinating inputs from SMEs, and helping ensure compliance and consistency across volumes.
- Support color-team reviews, incorporate reviewer feedback, and help maintain compliance and requirements traceability.
Customer Engagement, Briefings & Demonstrations:
- Support the preparation and delivery of customer briefings, capability demonstrations, and industry-day materials for federal health customers.
- Engage directly with customers (as appropriate) to understand mission priorities, pain points, and information needs.
- Translate customer conversations into actionable inputs for growth, technology, and operations stakeholders.
AI-Enabled Productivity & Human Augmentation:
- Actively use AI tools (e.g., generative AI, research and drafting assistants, Copilot-style tools) to accelerate research, first-draft content generation, synthesis of large volumes of source material, and quality/compliance checks.
- Treat AI as a force multiplier for human judgment - applying it responsibly to speed up work while maintaining accuracy, compliance, and Maximus's quality standards.
- Identify and share opportunities to apply AI and automation to reduce turnaround time on recurring request types and to openly advocate and share AI capabilities with all teams.
Technical Team Engagement:
- Engage with engineering and Agile delivery teams to understand current and planned technical capabilities relevant to Federal Health (e.g., eligibility systems, care management platforms, interoperability/data exchange).
- Participate in Agile ceremonies (stand-ups, sprint reviews, backlog grooming) as needed to stay current on platform capabilities.
- Translate technical capabilities into customer-friendly language for briefings, white papers, and proposal content.
Minimum Requirements
- Bachelor's degree in related field.
- 7-10 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
Job-Specific Minimum Requirements:
- Bachelor's degree in a relevant field (Engineering, Business, Communications, Computer Science, Information Systems, or related) required; additional relevant experience may be considered in lieu of degree.
- 5 years of experience with a demonstrated track record of customer engagement, white paper development, RFI/RFP responses, and proposal support.
- Experience working within or alongside federal health markets (CMS, HRSA, VA, HHS, state Medicaid agencies) strongly preferred.
Customer Engagement & Communication:
- Proven ability to engage directly with customers and represent Maximus credibly in briefings, meetings, and written communications.
- Strong technical writing skills with demonstrated experience producing white papers, RFI responses, or similar customer-facing content.
- Excellent verbal communication skills, including comfort presenting in or supporting customer briefings and demonstrations
Technology & AI Aptitude:
- Genuine interest and aptitude for how technology - including AI - can be leveraged to accelerate research, synthesis, and content development.
- Hands-on experience using AI/generative AI tools for research, drafting, or productivity is a plus.
- Comfortable learning new tools and platforms quickly and applying them to real work products.
Professional Competencies:
- Strong organizational skills with the ability to manage multiple fast-turn requests simultaneously under deadline pressure.
- Demonstrated ability to work across organizational boundaries (growth, technology, operations) and build trust with diverse stakeholders.
- Detail-oriented, proactive, and comfortable operating with a degree of ambiguity in a fast-paced environment.
Preferred Skills and Qualifications:
- Experience working directly with technical teams, such as Agile team participation.
- Engineering background or degree, or equivalent hands-on technical experience.
- Familiarity with federal health agencies, missions (Medicaid/Medicare, clinical and care management, health IT modernization), and competitive landscape.
- Experience contributing to RFP volumes or supporting capture/proposal processes.
