Job description

About This Role

The DC Child and Family Services Agency (CFSA) is seeking a hands-on Senior Developer to build, release, and operate STAAND, the District’s federally certified Comprehensive Child Welfare Information System (CCWIS), built on Microsoft Dynamics 365 and the Power Platform (Government Community Cloud) with Azure services. This is a working lead role: you will write complex code daily, own CI/CD and Power Platform ALM end to end, gate quality through pull-request review, run production support and releases, and engage directly with program stakeholders.

Responsibilities

  • Personally design and write complex Dataverse plug-ins and custom APIs (C#/.NET), PCF controls, TypeScript/JavaScript client extensions, Power Fx, Azure Functions and Logic Apps, and integration components
  • Build and maintain integrations across the GCC and commercial-cloud boundary with retry, idempotency, dead-letter handling, and reconciliation
  • Own Azure DevOps YAML build and release pipelines and Power Platform ALM (solution export/pack, environment variables, connection references, managed deployments across Dev/Test/UAT/Train/Prod)
  • Serve as primary reviewer and merge authority for pull requests into protected branches; enforce coding, security, performance, and test-coverage standards
  • Own production support: triage, root-cause analysis, and permanent fixes across modules and six external portals, with monitoring and observability (Application Insights, Azure Monitor)
  • Implement and maintain Power Pages portal functionality (web roles, table permissions, external-user authentication) and automated test coverage
  • Engage directly with social workers, supervisors, agency partners, and the training organization on requirements, UAT, demos, and release readiness

Qualifications

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Data Science, or a closely related technical discipline
  • 10 plus years of progressive software development; 6 plus years hands-on Dynamics 365 CE / Dataverse / Power Platform development
  • C#/.NET plug-in and custom API development; TypeScript/JavaScript client extensions and PCF controls
  • Azure DevOps pipeline ownership (YAML, multi-stage) and Power Platform ALM; pull-request merge authority on protected branches
  • Azure development (Functions, Logic Apps, API Management, Service Bus, Key Vault); production support with severity tiers and SLAs
  • Required certifications: Microsoft Power Platform Developer Associate (PL-400) and Power Platform DevOps Engineer Expert (AZ-400)
  • Able to work hybrid (4 days onsite) in Washington, DC and interview by webcam and in person
  • Desired: GCC / Azure Government; Infrastructure as Code (Bicep, ARM, Terraform); Generative AI (Copilot Studio, Azure OpenAI); Power BI/Fabric; additional Microsoft certifications (AZ-204, PL-600, AZ-500, AI-102)

Required Skills

  • Dynamics 365 CE / Dataverse / Power Platform development (plug-ins, custom APIs, PCF, Power Fx)
  • Azure development and cross-cloud integration (Functions, Logic Apps, Service Bus, API Management, Key Vault)
  • CI/CD and Power Platform ALM ownership (Azure DevOps YAML, managed deployments)
  • Code review and engineering quality gating as merge authority
  • Production support, observability, and release engineering
  • Power Pages / portal development and automated testing
  • *Software / tools:* Dynamics 365, Power Platform, Dataverse, C#/.NET, TypeScript, Azure DevOps, Azure Functions, Power Pages, Git
