Job Description

This role ensures the integrity, efficiency, and successful implementation of the Mayor’s Summer Youth Employment Program by bridging strategic leadership and operational execution. The Senior Youth Workforce Operations Administrator plays a critical role in safeguarding compliance, maintaining fiscal accountability, strengthening employer partnerships, and enhancing youth workforce opportunities across the City.

The Summer Youth Employment Operations Lead serves as the primary operational lead for the Mayor’s Summer Youth Employment Program, working in close partnership with the Director of Youth Initiatives. This role provides comprehensive oversight of program execution, workforce coordination, compliance management, fiscal administration, employer engagement, and staff supervision to ensure seamless delivery of youth employment and academic enrichment services.

The position is responsible for translating strategic direction into actionable implementation plans while maintaining alignment with administrative funding regulations.

Program Operations & Implementation

  • Assist Director with operational planning and execution of the Mayor’s Summer Youth Employment Program.
  • Implement the comprehensive program timeline, including registration, employer onboarding, participant placement, and payroll cycles.
  • Ensure compliance with all local, policies, work permit regulations, and documentation requirements.
  • Prepare and submit required activity, compliance, fiscal and performance reports in a timely manner

Fiscal Oversight & Payroll Coordination

  • Maintain administrative oversight of the program budget and monitor expenditures.
  • Review and approve timesheets prior to submission to Director for final review and processing.
  • Collaborate with career coaches to oversee timesheet verification and payroll submissions.
  • Supervise check distribution procedures to ensure accountability and transparency.
  • Identify and resolve discrepancies related to compensation or fiscal documentation.

Participant Services & Administrative Systems

  • Oversee the full participant application and selection process.
  • Coordinate orientations for youth, parents/guardians, and employer partners.
  • Manage document control systems for applications, timesheets, progress reports, and compliance files.
  • Develop and maintain procedural systems for file management and reporting.

 

  • A Bachelor's degree in business, management, human services, or a related field from an accredited college or university is preferred; equivalent work experience may be substituted.
  • Three (3) years of supervisory experience or an equivalent combination of education and experience.
  • Commitment to customer-focused service delivery.
  • Excellent communication, interpersonal, management, and organizational skills, with the ability to effectively collaborate across all levels of management and staff.
  • This position requires driving; therefore, the employee must maintain a valid driver's license in good standing and provide proof of automobile insurance.
  • Demonstrated ability to manage complex, multi-employer partner sites.
  • Strong organizational, administrative, and fiscal management skills.
  • Ability to establish productive working relationships with employers, community organizations, and government officials.
  • Effective verbal and written communication skills.
  • Proven ability to perform effectively in a fast-paced, high-volume operational environment.
  • Willingness to work extended hours during peak program periods.
