Dynamics Developer

We are seeking a Senior Dynamics 365 & Power Platform Developer to join the Business Enablement Services team at the Virginia Department of Transportation (VDOT) in Richmond, VA. This hybrid role focuses on designing, customizing, and deploying enterprise Microsoft Dynamics 365 Customer Service solutions, Canvas/Model-Driven Power Apps, Power Automate workflows, Power Pages, and Dataverse integrations. The developer will write custom C# plugins, JavaScript extensions, .NET web components, and establish platform governance and ALM DevOps pipelines across VDOT.

Work Arrangement: Hybrid (First 2 months: 4 days/week On-Site; Thereafter: 1 day/week On-Site)

Role Type: Contract (10/19/2026 – 06/30/2027)

Shift: EST Business Hours (Must be available for occasional after-hours/on-call support)

Key Responsibilities

• Dynamics 365 Customer Service Engineering: Design, configure, and customize Microsoft Dynamics 365 Customer Engagement (specifically the Customer Service module) to automate agency workflows.
• Custom Development & Component Engineering: Author custom C# plugins, Business Process Flows (BPFs), custom workflows, JavaScript client-side scripts, .NET components, and SQL/Azure backend connections.
• Power Platform Solution Delivery: Build low-code and custom solutions using Power Apps (Canvas & Model-Driven), Power Automate, Power Pages, and Dataverse using standard and premium connectors.
• Application Lifecycle Management (ALM) & DevOps: Support solution deployment and release management across environments using Power Pipelines, ALM Accelerator, or Azure DevOps.
• Requirements & Fit-Gap Analysis: Conduct fit-gap analyses, build rapid prototypes/mockups, convert business rules into technical specifications, and guide stakeholders on Microsoft licensing and architecture choices.
• Data Integration & Migrations: Build and maintain data pipelines using Azure Data Factory (ADF) and SSIS packages to integrate Dataverse with enterprise legacy systems.
• Platform Governance & Support: Formulate platform governance models, document technical architecture, triage production issues, and serve as the technical liaison between IT and business divisions.

Required Qualifications & Experience

• Dynamics 365 Customer Service: 8+ years configuring and implementing Dynamics 365 Customer Service modules.
• D365 Customization & Engineering: 8+ years customizing Forms, Views, Plugins, Workflows, and Business Process Flows (BPFs) in Dynamics 365.
• Custom Code Development: 5+ years of custom software development experience using C#, .NET, JavaScript, and SQL.
• Dynamics 365 Technical Leadership: 5+ years serving in a Technical Lead capacity on D365 / Power Platform enterprise initiatives.
• Power Platform & Dataverse: 3+ years hands-on experience building solutions on Microsoft Power Platform and Dataverse.
• Connectors & Workflows: 3+ years utilizing standard and premium connectors within Power Apps and Power Automate.

Preferred & Desired Qualifications

• Data Integration & Migration: 5+ years executing enterprise data migrations and integrations using Azure Data Factory (ADF) and SSIS packages.
• Power Platform DevOps: 2+ years utilizing Power Platform DevOps pipelines, Power Pipelines, ALM Accelerator, or Azure DevOps for solution deployment.
• Solid understanding of Microsoft Dynamics 365 and Power Platform licensing structures.
