Job DescriptionSecurity clearance: Must be able to obtain Negative Vetting Level 1.
Work from office 5 days per week on a weekly basis (Onsite).
The role is within the Commercial Applications Section of the Business Solutions Branch of the Client's Information Management and Technology Division.
The Technical Change Analyst will support projects across the branch by preparing and implementing change and training artefacts to transition stakeholders from current to future state for ICT delivery projects.
Key Duties and Responsibilities- Prepare and implement change and training artefacts.
- Deliver training, communications and stakeholder engagement.
- Work under dual reporting lines - Project Manager and Program Change & Engagement lead.
- Distribute deliverables such as discovery packs, change management and communications plans, communication content, benefits realisation plans, training plans and materials.
- Discovery pack: problem statement, vision, stakeholder map, personas, pain points and benefits (collaborating with Business Analysts).
- Change Management and Communications Planning support for business and end users.
- Communication content such as emails, intranet posts, FAQs, briefing packs, and stakeholder updates.
- Benefits realisation plan, baseline data, metrics and success indicators.
- Training planning and materials development: user guides, short format videos, online learning modules.
- Change & transformation - Change planning (CIPM) Level 4.
- Change & transformation - Change analysis (BUSA) Level 4.
- Change & transformation - Change analysis (BSMO) Level 3.
- People & skills - Skills management (TMCR) Level 4.
- People & skills - Skills management (ETDL) Level 4.
- Qualification or accreditation in Change Management (ADKAR, Kotter, Prosci, ACMP) desirable.
The Salesforce program within DFAT, established in 2019, supports Australian overseas consular and crisis functions and manages trade sanctions and scholarship programs.
Candidate Criteria- Minimum of 3 years previous experience as an ICT Change Analyst delivering business outcomes in complex ICT projects.
- Knowledge of change management methodologies and application to ICT delivery in Wagile projects within Prince2 governance framework.
- Experience assessing training needs and developing user guides, videos, and online courses.
- Ability to prepare communication plans and deliver timely communications content.
- Experience identifying and supporting benefits realization with evidence-based outcomes.
- Demonstrated ability to deliver artefacts on time and to quality expectations.
- Excellent interpersonal, negotiation and communication skills.
- Experience managing User Acceptance Testing with business and end users.
- Experience with human-centred design and accessibility.
- Experience conducting user research to inform requirements and design.
- Experience working on secure government systems in complex global ICT environments.
- Experience with project management systems/tools in Agile and Waterfall environments.
