Business Analyst

We are seeking a senior Business Analyst to evaluate agency needs, design as-is and to-be business processes, and translate high-level business goals into structured technical requirements. This role supports complex, change-oriented public health and healthcare eligibility IT projects.

• Location: Columbia, SC 29201 (Candidates must be South Carolina residents or willing to relocate to SC at their own expense prior to starting)
• Work Arrangement: Hybrid (3 days onsite, 2 days remote)

Key Responsibilities

• Liaison & Alignment: Serve as the primary bridge between business program units and the technical IT organization to ensure system capabilities match operational needs.
• Requirements Management: Lead requirement elicitation, mining, analysis, validation, and status reporting, translating user requirements into clear functional specifications.
• Process Engineering: Map and document complex business workflows, identify opportunities for process automation, and recommend system improvements.
• Change Governance: Participate in requirements change control, version control, tracking, and system integration traceability.

Required Skills & Qualifications

• IBM C ram Experience: Minimum of 1+ year of business analysis experience working directly with IBM C ram software.
• Domain Expertise: 2+ years of experience in Medicaid Eligibility or other healthcare/health insurance environments.
• Government IT Projects: 1+ year of experience as a Business Analyst within a public sector or government IT project ecosystem.
• Elicitation & Analysis: 1+ year of hands-on experience eliciting, mining, and documenting business rules, technical models, and data relationships.
• Communication: Superb written and verbal communication skills, with advanced proficiency in writing formal business requirements, use cases, and SOPs.
• Education: Bachelor's degree in a technical, business, or healthcare field.
