Role Overview

Lead the end-to-end implementation of new Medicaid Management Information System (MMIS) modules and components, ensuring delivery on schedule, within scope, and aligned to budget. Drive project governance, risk mitigation, and stakeholder engagement to achieve successful go-live and certification.

Key Responsibilities

  • Strategic Implementation: Define and manage project scope, schedule, budget, and risk mitigation strategies for MMIS modules.

  • Vendor & Stakeholder Coordination: Align multiple vendors and project managers through a master schedule and governance framework to monitor risks, milestones, and deliverables.

  • Data & Systems Integration: Ensure the Enterprise Data Warehouse (EDW) meets requirements and deliverables through rigorous oversight and validation.

  • Resource Management: Coordinate cross-functional resources across vendors and state teams from planning through implementation, go-live, and certification.

  • Progress Analysis: Continuously monitor project progress, adapt strategies as needed, and proactively resolve issues.

  • Executive Communication: Establish and maintain relationships with stakeholders; deliver clear updates to executives, state leadership, and legislative bodies.

  • Leadership Presence: Present project progress to department executives and legislative committees, ensuring transparency and accountability.

Required Skills

  • 5+ years of project management experience in technology projects within healthcare or state government.

  • Strong organizational, written, and verbal communication skills.

  • Proven ability to manage deadlines and critical paths for project success.

  • Expertise in gathering requirements and prioritizing execution of data aggregation, analytics, and reporting.

  • Skilled at identifying issues early, escalating appropriately, and collaborating with management to resolve.

  • Ability to identify decision-making issues, engage key stakeholders, and build strategies for stakeholder/community awareness and support.

Preferred Qualifications

  • Experience working with Idaho state agencies.

  • Background in state Medicaid agency operations.

  • Expertise in system and data conversion from legacy platforms to modern systems.

  • Experience in change management, including training and communication strategies for smooth rollouts.
