Location: Remote

Description:

HigherEchelon is seeking a Project Manager to lead delivery of an enterprise geospatial platform support program for a federal health customer. The Project Manager serves as the single point of contact to the government customer and is accountable for program planning, deliverable quality and timeliness, staffing and access compliance, risk management, and oversight of a cloud migration and platform consolidation effort.

This position carries full management responsibility for a compact, senior technical team. The successful candidate will own the complete delivery picture, including schedule, risk, staffing, compliance, and the customer relationship, rather than administering a single functional area within a larger program.

This position is contingent upon contract award.

Key Responsibilities:
  • Serve as the primary point of contact to the government program and contracting representatives.
  • Develop, baseline, and maintain the program management plan, and deliver monthly status reporting on an established schedule.
  • Manage onboarding and access compliance for all program personnel, including background investigations, credentialing, system access, and completion of required security and privacy training.
  • Coordinate scheduling, stakeholder communication, and documentation for a cloud migration and platform consolidation effort.
  • Maintain the risk register, requirements traceability, and delivery metrics within Jira, Microsoft Project, or comparable tooling.
  • Prioritize and sequence a continuous mix of small, medium, and large development projects in coordination with the customer.
  • Provide leadership, performance oversight, and day-to-day direction for a distributed team of system administrators, database administrators, and developers.

Required Skills and Experience:
  • Demonstrated experience serving as the primary customer-facing manager on a technical services engagement, with ownership of the customer relationship in addition to schedule performance.
  • Experience producing formal program deliverables, including management plans, status reports, and transition plans.
  • Experience managing risk, schedule, and delivery metrics within an Agile delivery environment.
  • Working familiarity with Esri ArcGIS technology sufficient to lead a geospatial delivery team and engage credibly with technical staff and customer stakeholders.
  • All work under this position shall be performed from within the United States.
  • Must be eligible to obtain and maintain a Public Trust security clearance (Tier 2 / Moderate Risk background investigation) and a federal Personal Identity Verification (PIV) credential.

Desired Skills and Experience:
  • Project Management Professional (PMP) certification.
  • Experience working in a federal government environment, particularly the Department of Veterans Affairs or another federal health agency.
  • Experience managing personnel security, credentialing, or onboarding compliance for a federal contract.
  • Experience providing management oversight of a cloud migration or platform consolidation.
  • ITIL 4 Foundation, Certified ScrumMaster (CSM), SAFe, or comparable certification.
  • Prior military service or veteran status.

Education and Experience:
  • Bachelor's degree in Business Administration, Information Technology, Engineering, Geospatial Science, Project Management, or a related discipline, or equivalent professional experience.
  • Eight (8) or more years of project management experience, including five (5) or more years managing IT services contracts or task orders.
