Sr. Electrical Engineer – RAS Engineering (Part-Time / Onsite)

Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Sr. Electrical Engineer – RAS Engineering (Part-time) for their Vancouver, Washington location. This Electrical Engineering role will work in RAS Engineering/System Engineering, Engineering and Technical Services, Transmission Services.

Key Responsibilities for Sr. Electrical Engineer – RAS Engineering (Part-time):

• Recommend engineering requirements for assigned Control Center projects.
• Participate in the development of RAS documentation in varying roles as technical advisor, writer and reviewer with final approval from staff.
• Assist in documenting how overall coordination for the design and construction of various facilities including project scheduling and estimating is performed.  Documentation will be reviewed and approved by staff.
• Review and facilitate designs, with final approval from manager, for the Control Center RAS systems.
• Recommend for approval by staff, the design of transfer trip and General Electric (GE) N60 (Network Stability and Synchrophasor Measurement System) Universal Relay designs in the Control Centers. 
• Support business development activities through technical briefings and interchanges.
• Review preliminary Project Requirements Diagrams (PRDs) and provide comments to manager/Staff.
• Review proposed RAS schemes and proposed modifications to existing schemes to verify that the applicable WECC and NERC requirements and standards are met.  When discrepancies or questions are identified, help compose comments to the Planning department with the aim of bringing the proposed scheme into compliance with the applicable guidelines.

• Work with RAS engineers, technicians and electricians to assist with modifications and installations during Local Integration Testing (LIT) at Control Centers.  If problems are encountered, help to determine causes/problems and devise and recommend solutions. Manager must approve all modifications, installations and solutions.
• Troubleshoot problems that are encountered during a complete test of all functions of the RAS Controllers and the connected equipment in the control center.
• With oversight and approval of staff, work with RAS engineers to prepare a migration plan for Control Centers for each year.
• These are living documents and require multiple revisions as work progresses.  Preparing these documents requires familiarity with each project to be completed that year to be able to identify the equipment that will be retired, the equipment that is to be modified, and the new equipment to be installed.  This process includes working with the control center maintenance personnel to identify space available and determining how to rearrange existing equipment to fit new equipment into the available space.  This is all portrayed on the migration plan document which is then used by design personnel to implement the designs for that year.
• Draft reports to present new and modified RAS schemes to the Western Electricity Coordinating Council RAS Reliability Subcommittee (WECC RAS RS).  Final reports will be reviewed and approved by staff.
• This includes preparing slides for presenting the project to the WECC RAS RS at one of their tri-annual meetings (April, July or November) and/or attending the meetings of the WECC RAS RS to present the proposed designs.
• As requested by manager, may collaborate with university scientists, research groups, and other members of the scientific community on scientific and technical matters to look for ways to improve RAS design process.
• Provide input on engineering problems and methods, providing recommendations to aid manager in decisions regarding the application and maintenance of RAS schemes on the Control Centers.

Requirements/Qualifications for Sr. Electrical Engineer – RAS Engineering (Part-time):

• A Bachelor’s Degree in Engineering, preferably in Electrical Engineering is required.
• 10+ years of experience in electrical engineering design and project scoping or a closely related field is required.
• Experience in electrical engineering design must include RAS design and processes of schematic, wiring, rack layout drawings and bill of materials.
• Experience in RAS design must include Control Center design and Local Integration Test.
• Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook.
• Knowledge of the drawing types and technical documentation associated with electrical substations.
• Knowledge of substation equipment.
