Manager of Water Resources and Supply Strategy

Software Guidance & Assistance, Inc., (SGA), is searching for a Manager of Water Resources and Supply Strategy for a Direct Hire role with one of our premier Utility clients in San Jose, CA (Hybrid 3x week). Responsibilities

• Lead long-range water resource planning, water supply strategy development, and water rights administration activities.
• Serve as project lead for complex water supply and resource management initiatives, including potable reuse, groundwater development, desalination, recycled water, imported water, and related diversification programs.
• Evaluate water supply alternatives, infrastructure investments, resource plans, operational strategies, and service reliability initiatives.
• Manage consultants, contractors, and technical advisors supporting planning, engineering, environmental review, design, and implementation efforts.
• Perform technical, operational, financial, and regulatory analyses to support business decisions, capital planning, and resource management objectives.
• Monitor legislative, environmental, and regulatory developments impacting water resources, utility operations, and long-term supply reliability.
• Develop recommendations, reports, presentations, and strategic planning materials for senior leadership and key stakeholders.
• Coordinate with regulatory agencies, government entities, regional organizations, and external partners on water supply and resource management matters.
• Lead multidisciplinary teams and oversee project budgets, schedules, contracts, deliverables, and performance metrics.
• Represent the organization in meetings, workshops, public forums, and other stakeholder engagement activities.
• Support additional strategic initiatives and special projects as assigned.

Required Skills

• Bachelor's degree in Civil Engineering or a related engineering discipline.
• Professional Engineer (PE) license in the State of California.
• 8+ years of progressive engineering experience within water resources, water supply systems, wastewater, utility infrastructure, or related fields.
• Demonstrated experience managing complex, cross-functional projects involving multiple stakeholders and external partners.
• Strong understanding of water resource planning, water supply development, utility infrastructure, and resource management principles.
• Experience evaluating technical, operational, financial, and regulatory considerations associated with infrastructure and resource investments.
• Knowledge of water rights administration, water policy, and regulatory requirements impacting utilities.
• Proven project management, consultant management, and contract administration experience.
• Excellent written, verbal, presentation, and executive-level communication skills.
• Ability to build relationships and effectively collaborate with leadership teams, regulatory agencies, public entities, consultants, and community stakeholders.

Preferred Skills

• Experience leading major water supply initiatives involving potable reuse, groundwater management, desalination, recycled water, imported water, dams, reservoirs, or related supply development programs.
• Direct experience with potable reuse projects strongly preferred.
• Master's degree in Engineering, Water Resources, Public Administration, Business Administration, or a related field.
• Experience supporting executive decision-making through strategic planning, business case development, and technical advisory services.
• Familiarity with utility economics, capital investment planning, lifecycle cost analysis, and resource sustainability programs.
• Experience presenting to executive leadership, boards, public agencies, or governing bodies.
