Sr Scrum Master/ Jira Admin
Location: Reston, Virginia (Onsite)
Role Overview
Our organization is seeking a Senior Scrum Master / JIRA Administrator to join a federal government program team. This dual-role position combines leadership and technical expertise to drive successful Agile Release Trains (ARTs) while ensuring seamless administration of Atlassian Jira tools for project execution. The candidate will enable scaled Agile delivery, optimize DevSecOps pipelines, and maintain secure, mission-critical environments.
Key Responsibilities

• Serve as a servant leader for Agile teams, fostering collaboration, removing impediments, and enabling teams to deliver value.
• Facilitate Sprint ceremonies including Daily Stand-ups, System Demos, and Retrospectives.
• Manage risks, dependencies, and agile governance, establishing metrics to evaluate performance and improvements.
• Coordinate with external stakeholders to align ART goals with organizational objectives.
• Demonstrate effective communication, critical thinking, and organizational skills.
• Administer and optimize Atlassian toolsets (JIRA, Confluence, Bitbucket) to support Agile tracking, workflows, and reporting.
• Design and maintain custom JIRA workflows, dashboards, and reporting for scaled Agile environments.
• Create, configure, and manage JIRA Agile boards, filters, schemes, and user accounts.
• Develop and implement JIRA automation rules to streamline business processes.
• Leverage JIRA Query Language (JQL) to deliver advanced reporting metrics.
• Integrate JIRA with third-party tools to support CI/CD pipelines and DevSecOps workflows.
• Troubleshoot and resolve issues, perform upgrades, and ensure compliance with security standards in secure environments.

Required Qualifications
Education: Bachelor's degree in Computer Science, Information Technology, or a related field.
Experience: 8-10 years of experience as a Scrum Master or Agile Program Manager, including driving SAFe or scaled Agile practices. 3+ years of hands-on experience as a JIRA Administrator, including creating workflows, dashboards, and automation scripts. Demonstrated experience leading Agile teams in DevSecOps environments and implementing CI/CD pipelines.
Technical Skills: Must have proficiency in Jira.
Certifications: Atlassian Certified Jira Administrator - Cloud certification. Certified Scrum Master (CSM) or Professional Scrum Master (PSM).
