Role Overview

We are seeking a Digital Workflow Prototyping and Citizen Development specialist. This role involves the hands-on, rapid development of digital workflow proofs of concept, prototypes, and operational pilots. The specialist will work directly with process owners and stakeholders to understand and digitally transform existing work and information flows, replacing manual or fragmented processes with efficient digital solutions.

Key Responsibilities

• Support capability development (CAPDEV) organizations through the rapid development of digital workflow proofs of concept and prototypes using approved low-code or no-code platforms.
• Work with process owners and users to understand workflows, pain points, and opportunities for digital transformation.
• Document current and desired workflows to identify user roles, business rules, and data requirements.
• Translate operational needs into minimum viable prototype or pilot requirements for rapid development and testing.
• Design, develop, and test digital applications and workflows to replace manual, spreadsheet-intensive, or email-driven processes.
• Configure structured data capture, user roles, workflow states, business rules, and notifications.
• Integrate solutions with approved data sources using APIs, databases, or web services.
• Develop lightweight scripts or application logic when low-code functionality is insufficient.
• Conduct user testing and operational pilots, iteratively improving solutions based on feedback.
• Prepare transition packages for successful prototypes, including requirements, process designs, and user stories.

Required Qualifications

A University/Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related field; or a minimum of five years of directly relevant professional experience is required. Relevant experience includes at least two of the following: low-code/no-code development, workflow automation, software development, business-process digitization, or rapid prototyping.

Recent End-to-End Hands-On Digital Solution Delivery: Demonstrated recent experience personally developing digital applications, workflows, or prototypes from requirement identification through development, testing, and operational use. This includes at least twelve months of hands-on development within the last twenty-four months.

Non-Microsoft Low-Code/No-Code Development: A minimum of two years of experience within the last five years designing and building applications using non-Microsoft low-code or configurable-application platforms. This must include hands-on development within the last twenty-four months.

Rapid Prototyping and Minimum Viable Solution Delivery: Hands-on experience within the last five years translating an operational requirement into a testable digital proof of concept or prototype, with at least one example delivered to users within ninety days.

Business Process Discovery and Workflow Redesign: A minimum of two years of experience within the last five years working with users to analyze existing processes and design digitally enabled future-state workflows.

Data Integration and Lightweight Technical Development: Hands-on experience within the last five years extending or integrating digital applications using methods such as REST APIs, SQL, web services, or a general-purpose scripting language (e.g., Python, JavaScript).

Operational Pilot, User Testing, and Iterative Improvement: Experience within the last five years conducting user testing or operational pilots for a personally developed digital solution and modifying the solution based on feedback.

Lifecycle Discipline and Delivery within Constrained Environments: Experience applying practices such as version control, management of development and test environments, and structured testing for rapidly developed applications.

Transition to Enterprise Development or Scaling: Demonstrated experience preparing a personally developed prototype or application for transition to another development team or for enterprise scaling.

Prototype Assessment and Decision Communication: Experience evaluating and communicating the results, findings, and recommendations from a digital prototype or pilot to decision-makers.
