Key Responsibilities

ServiceNow Development and Configuration

Develop and configure ServiceNow capabilities using JavaScript, Glide APIs, Business Rules, Script Includes, Client Scripts, UI Policies, access controls, forms, catalog items, workflows, and reporting.

Build approval and fulfillment workflows using the platform’s supported workflow tools, including Flow Designer, as applicable to the target environment. Favor standard capabilities and maintainable configuration, with custom development subject to the project’s technical review and approval process.

Troubleshoot application behavior, access issues, failed workflows, integration errors, and data-quality problems. Support controlled promotion of configurations through Development, Test/QA, and Production.

Software Asset Management Implementation

Implement the approved SAM capabilities, including software models, discovery models, normalization, entitlement records, license metrics, and reconciliation. Configure and troubleshoot the standardization of publisher, product, version, and edition information so that software inventory can be reliably matched to the relevant models and entitlements.

Configure reconciliation and reporting to compare software consumption with validated entitlement information. Investigate incomplete or unexpected license positions and distinguish data-quality issues from potential licensing shortfalls. Work with authorized licensing and procurement stakeholders to validate agreement-specific rules rather than independently assuming software-use rights.

Develop approved workflows for software requests, approvals, allocation, renewals, reclamation, and retirement. Coordinate any deployment or removal actions with the responsible endpoint-management and operational teams.

Integrations and Data Quality

Design, build, and troubleshoot approved interfaces using REST/SOAP APIs, IntegrationHub, MID servers, import sets, transform maps, and applicable Service Graph Connectors.

Integrate software inventory, usage, entitlement, procurement, and organizational data from approved sources. Document field mappings, record-matching rules, refresh schedules, validation checks, error handling, and recovery procedures.

Work with the ITOM and CMDB teams to establish authoritative data sources, prevent duplicate records, resolve conflicting updates, and maintain the relationships needed for reliable asset and software reporting. Coordinate with enterprise asset-management teams to avoid duplicate ownership or conflicting local and enterprise processes.

Testing, Documentation, and Delivery

Develop and execute unit tests, participate in peer reviews, and support Automated Test Framework testing where applicable, System Integration Testing, User Acceptance Testing, and defect resolution.

Produce configuration documentation, integration specifications, data mappings, test evidence, administrative procedures, and knowledge-transfer materials. Support production deployment, operational handover, and post-go-live stabilization.

Participate in requirements workshops, backlog refinement, estimation, sprint planning, demonstrations, and technical discussions. Explain implementation options, dependencies, risks, and limitations clearly to technical and business stakeholders.

Required Qualifications

• At least five years of hands-on ServiceNow development and implementation experience, including substantial experience delivering production configurations and integrations.
• At least three years of hands-on ServiceNow SAM and HAM implementation or engineering experience, which may overlap with the overall ServiceNow experience.
• At least one completed end-to-end production implementation of ServiceNow SAM and HAM Professional, with direct responsibility for configuration, data onboarding, normalization, entitlement setup, reconciliation, testing, and deployment.
• Strong practical development skills in JavaScript, ServiceNow scripting, workflow configuration, access controls, import sets, transform maps, APIs, and troubleshooting.
• Demonstrated ability to investigate software inventory, normalization, entitlement, and reconciliation issues and explain how they affect the reported license position.
• Working knowledge of software licensing concepts such as per-user, per-device, per-core, subscription, allocation, upgrade, and downgrade rights, including experience applying validated rules for enterprise software publishers.
• Experience coordinating SAM data and workflows with CMDB, Discovery, ITSM, procurement, and asset-management processes.
• Ability to work independently, document decisions and implementation details, and communicate effectively with Government stakeholders, process owners, and engineering teams.

Preferred Qualifications

ServiceNow Certified Implementation Specialist – Software Asset Management (CIS-SAM) and ServiceNow Certified Implementation Specialist – Hardware Asset Management (CIS-HAM) certification is strongly preferred. ServiceNow identifies this credential with the ability to configure, implement, and maintain SAM, including software discovery, data integrity, reconciliation, and process integration.

Additional preferred experience includes:

• ServiceNow Certified Application Developer or Certified System Administrator certification.
• Federal or Department of Defense ServiceNow implementation experience, particularly in a restricted or IL5 environment.
• Experience with Flexera, Microsoft endpoint-management tools, or comparable software inventory and licensing sources. These are relevant experience areas, not a statement that every tool is deployed on this project.
• Experience with hardware asset management, enterprise/local asset-management coordination, software audit preparation, or transition from BMC Helix.
