Job Description

Software Guidance & Assistance, Inc., (SGA), is searching for a Senior Manager, Regulatory Affairs for a Full Time assignment with one of our premier Utilities clients in Texas .
Responsibilities :
  • Lead regulatory affairs activities for a regulated utility operation, ensuring alignment between business objectives, financial performance, and regulatory requirements.
  • Develop and execute rate case strategies, including preparation of regulatory filings, supporting schedules, and testimony for state regulatory proceedings.
  • Perform complex financial, economic, and regulatory analyses to support revenue requirements, rate design, and authorized returns.
  • Maintain compliance with applicable regulatory requirements and oversee implementation of approved rate adjustments and tariff updates.
  • Partner with finance and business leaders to support budgeting, forecasting, capital planning, depreciation analysis, tax-related matters, and long-range financial strategies.
  • Prepare annual and periodic regulatory reports and coordinate data validation efforts across multiple departments.
  • Serve as a primary point of contact with regulatory agencies and cultivate productive relationships with industry stakeholders and policymakers.
  • Monitor legislative and regulatory developments, assess potential business impacts, and provide recommendations to leadership.
  • Coordinate with external consultants on studies related to rate cases, cost allocation, depreciation, and rate design.
  • Evaluate operational and financial trends to forecast revenues, funding requirements, and future utility performance.
  • Prepare presentations, reports, budgets, and strategic recommendations for senior leadership.
  • Ensure ongoing compliance with all applicable state and federal regulatory obligations.
Required Skills :
  • Bachelor's degree in Finance, Economics, Accounting, or a related discipline.
  • 3-5+ years of experience in regulatory affairs, rate analysis, financial planning, or a related function within a regulated utility environment.
  • Demonstrated experience managing regulatory filings, rate proceedings, and regulatory compliance initiatives.
  • Strong understanding of utility ratemaking principles, financial analysis, and regulatory frameworks.
  • Advanced financial modeling, forecasting, and analytical skills.
  • Excellent written and verbal communication skills, including experience presenting to regulators, stakeholders, or executive leadership.
  • Strong project management and leadership capabilities.
  • Proficiency with Microsoft Excel, Word, and related financial or regulatory reporting tools.
  • Valid Texas driver's license with an acceptable driving record.
  • Ability to travel occasionally within Texas for meetings, hearings, and business-related activities.
Preferred Skills :
  • MBA, CPA, or other advanced business or financial credential.
  • Experience supporting regulated water and wastewater utility operations.
  • Direct experience with utility regulatory proceedings in Texas or comparable regulatory jurisdictions.
  • Knowledge of cost-of-service studies, depreciation analysis, and utility rate design methodologies.
