Important: This position will initially be 100% onsite. A hybrid work schedule may be considered at a later stage, based on project needs and organizational approval. Candidates must be comfortable working onsite initially.
Position Summary
The Project Manager 2 – OpenGov Implementation will be responsible for planning, coordinating, and successfully delivering the implementation of OpenGov software solutions across the organization. The Project Manager will ensure that project milestones are achieved, stakeholders remain aligned, and implementation activities are completed on schedule, within scope, and in accordance with operational requirements.
The Project Manager will serve as the primary liaison between internal departments, OpenGov implementation teams, external partners, and organizational leadership. This position requires strong project management, stakeholder coordination, implementation oversight, process mapping, change management, and communication skills.
PMP certification is NOT required for this role.
Key Responsibilities
1. Project Planning & Coordination
· Develop, maintain, and manage comprehensive project plans outlining timelines, milestones, deliverables, dependencies, resources, and project objectives.
· Coordinate with OpenGov implementation teams, internal departments, technical teams, business stakeholders, and external partners.
· Ensure alignment on project goals, requirements, deliverables, timelines, and expectations.
· Facilitate project kickoff meetings, recurring status meetings, progress reviews, and project planning sessions.
· Track project milestones, dependencies, action items, and deliverables.
· Identify project risks, issues, barriers, and dependencies at an early stage.
· Coordinate with appropriate stakeholders to develop mitigation and resolution strategies.
· Monitor project progress and make adjustments to plans as necessary to maintain project timelines.
2. OpenGov Implementation Oversight
· Coordinate implementation activities associated with OpenGov software and related modules.
· Ensure required data, documentation, business requirements, and process workflows are prepared for implementation and integration.
· Oversee configuration, testing, validation, and implementation activities in collaboration with OpenGov representatives and internal teams.
· Monitor project progress against established milestones and deliverables.
· Ensure internal departments and project team members complete assigned tasks within agreed timelines.
· Coordinate user acceptance testing (UAT), issue tracking, defect resolution, and implementation readiness activities.
· Support successful transition from implementation to operational use.
3. Communication & Stakeholder Management
· Serve as the central point of contact for project-related communications.
· Provide regular project status updates to executive leadership, department heads, business stakeholders, technical teams, and OpenGov representatives.
· Facilitate effective communication across cross-functional teams.
· Manage stakeholder expectations and ensure project objectives remain aligned with organizational priorities.
· Facilitate project decision-making and escalate critical issues when necessary.
· Document project decisions, scope changes, risks, issues, and action items.
· Coordinate resolution of conflicts and competing priorities among project stakeholders.
4. Training & User Adoption
· Coordinate end-user training activities with OpenGov implementation teams and/or internal trainers.
· Assist in developing training schedules, readiness plans, and user communication activities.
· Ensure staff understand new workflows, processes, and system functionality.
· Coordinate user readiness activities before system go-live.
· Support change management initiatives and promote successful adoption of new OpenGov processes and workflows.
· Identify user concerns and coordinate appropriate resolution or follow-up.
5. Documentation & Reporting
· Develop and maintain comprehensive project documentation.
· Maintain project plans, schedules, meeting agendas, meeting minutes, action-item logs, risk registers, issue logs, and change logs.
· Prepare regular project status reports and executive-level project updates.
· Track project performance against scope, schedule, milestones, and deliverables.
· Maintain accurate project records and implementation documentation.
· Coordinate post-implementation reviews and prepare project evaluation reports.
· Document lessons learned and identify opportunities for process improvement.
Required Knowledge, Skills & Abilities
· Strong understanding of project management principles, methodologies, and software implementation practices.
· Strong knowledge of workflow design, process mapping, and change management best practices.
· Familiarity with government or public-sector operations is preferred.
· Excellent organizational and planning skills with the ability to manage multiple priorities, deadlines, dependencies, and stakeholders.
· Strong written and verbal communication skills.
· Strong problem-solving, decision-making, and conflict-resolution abilities.
· Proficiency with project management and collaboration tools such as MS Project, Asana, Monday.com, Smartsheet, or comparable tools.
· Demonstrated ability to lead cross-functional teams through complex implementations and organizational changes.
· Ability to translate technical concepts and system changes into clear, user-friendly language for business stakeholders and end users.
· Ability to adapt to evolving project requirements and work effectively under pressure.
· Strong attention to detail and ability to manage large-scale software implementations accurately and effectively.
Preferred Qualifications
· Experience managing enterprise software or SaaS implementations.
· Experience working with OpenGov or similar government/public-sector software platforms.
· Experience working with government agencies, municipalities, or public-sector organizations.
· Experience with workflow analysis, business process improvement, and process redesign.
· Experience coordinating data migration, system configuration, testing, UAT, training, and go-live activities.
· Experience with change management and user adoption initiatives.
· Experience working with cross-functional teams consisting of business, technical, vendor, and executive stakeholders.
· PMP certification is not required.
