POSITION SUMMARY
Plans and delivers complex County technology projects from initiation through closeout. The position manages scope, schedule, budget, risk, procurement, vendors, communications, dependencies, change, quality, and executive reporting across cybersecurity, infrastructure, applications, GIS, cloud, business-process, and department-facing initiatives.

ESSENTIAL DUTIES
• Leads project initiation, chartering, planning, execution, monitoring/control, transition, and closeout.
• Develops integrated schedules, work breakdown structures, budgets, resource plans, risk registers, issue logs, decision logs, communication plans, and status reports.
• Coordinates County departments, elected offices, IT teams, vendors, Procurement, Budget/Finance, Legal, HR, and executive sponsors.
• Defines governance, roles, decision rights, escalation paths, success criteria, acceptance criteria, and benefits-realization measures.
• Manages vendor deliverables, milestones, invoices, change requests, service dependencies, and contract performance.
• Facilitates requirements validation, technical planning, implementation readiness, testing, training, cutover, and operational transition.
• Identifies and escalates risks, resource constraints, scope conflicts, schedule impacts, and executive decisions.
• Maintains project portfolio dashboards and provides concise executive reporting.
• Applies fit-for-purpose predictive, agile, or hybrid delivery methods.
• Supports procurement documents, statements of work, budget requests, grant/CIP documentation, and Council materials.
• Coaches project team members and promotes consistent project-management practices across IT.

KNOWLEDGE, SKILLS AND ABILITIES
• Project governance, scheduling, budgeting, risk/issue management, procurement, vendor management, change management, facilitation, executive communication, and portfolio reporting.
• Ability to lead through influence, resolve conflict, maintain accountability, and translate technical work into business outcomes.

PHYSICAL REQUIREMENTS
Primarily office and computer-based work with periodic travel to County facilities. May require work outside normal business hours for projects, maintenance, exercises, or incidents. Must be able to use standard office and computing equipment and communicate effectively in person, by telephone, and through electronic collaboration tools. HR should finalize physical requirements and any on-call language using the County''s standard job-description format.

EDUCATION AND EXPERIENCE
• Bachelor''s degree in project management, information systems, business, public administration, or a related field.
• Five years of progressively responsible project-management experience, including management of complex technology or organizational-change projects with cross-functional teams and vendors.
• Equivalent combinations of education, certifications, and directly relevant experience may be considered.
• PMP, CAPM with substantial experience, PMI-ACP, Scrum certification, Prosci/change-management credential, or comparable training.
• Experience in local/state government, cybersecurity, infrastructure, ERP, cloud, public safety, procurement, grants, or capital improvement programs.
• Experience managing multiple concurrent projects and presenting to executive leadership.

LICENSE, CERTIFICATIONS, AND OTHER REQUIREMENTS
• All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
• Possession of a valid driver''s license issued in the state of South Carolina.
