Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to support cost management services on a major construction program. This role will be responsible for delivering commercial and cost management activities throughout the project lifecycle, supporting the successful delivery of manufacturing, life sciences, laboratory, and associated infrastructure projects. The ideal candidate will be driven, client-focused, and committed to promoting Turner & Townsend's purpose and values.


Responsibilities: 

  • Advise clients on procurement and contracting strategies, manage vendor prequalification processes, assess proposals, bids, and bid leveling documents, make final recommendations, attend and chair bid interviews, and manage the appointment process.
  • Manage estimating services for projects by developing construction cost estimates, reviewing estimates prepared by junior team members, presenting estimates to clients, providing value engineering recommendations and risk assessments, meeting with vendors to review and validate pricing, and utilizing benchmark data from comparable projects.
  • Manage cost reporting by establishing reporting schedules, preparing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with clients, maintaining commercial risk registers, and facilitating periodic meetings with project teams and vendors.
  • Manage the cost control process by reviewing payment applications, coordinating with project managers regarding contractor entitlements, reviewing change order requests, and providing recommendations to clients.
  • Support dispute prevention, management, and resolution processes related to payment applications, change orders, and contractual matters.
  • Manage and monitor project invoicing processes.
  • Benchmark project performance against comparable projects and industry best practices.
  • Manage all aspects of final account agreements, post-contract audits, and project closeout activities.
  • Conduct post-contract reviews and support lessons learned documentation.
  • Develop procedures governing project handover and closeout.
  • Perform cost management duties through the use of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Quantity Take-Off Software.
  • Support cost management activities across manufacturing, life sciences, laboratory, and complex construction projects.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

 

  • Bachelor's degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field.
  • Minimum 3-5 years of relevant experience working in a cost management or quantity surveying role within the construction industry.
  • Experience supporting medium to large-scale construction projects.
  • Experience supporting life sciences, pharmaceutical, biotechnology, laboratory, manufacturing, industrial, or other technically complex construction projects preferred.
  • Construction consultancy experience is strongly preferred.
  • RICS accredited or actively working toward accreditation is preferred.
  • Good understanding of construction industry technical matters including procurement strategies, value management, value engineering, cost control, and contract administration.
  • Strong analytical, organizational, and communication skills.
  • Ability to effectively manage client, contractor, and stakeholder relationships.

The base salary range for this role is $110,000 - $125,000 USD. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
