Job Description
The initiative introduces a modern technology stack including:
Angular
REST APIs
Azure SQL Managed Instances
Azure Function Apps
Power BI
A document management and process automation solution, pending platform evaluation and alternatives
The goal is to support scalable, secure, and efficient operations across the organization.
CURRENT STATE
Legacy systems were moved from on-premises hosting to Azure cloud migration in May 2024.
The member portal was modernized in July 2025.
All IS resources currently support legacy systems while simultaneously building the modernized systems.
A project charter and Software Development Life Cycle (SDLC) have been established and are in practice.
The environment and foundation for modern applications have been defined and are nearing completion.
EXPECTED OUTCOMES
The modernization initiative is expected to deliver:
All major systems operating on the Azure platform with improved performance, scalability, and maintainability.
Retirement of ALICE and elimination of legacy technical debt.
Reduced manual work, fewer errors, and significantly improved turnaround times.
A modern document storage and capture solution with improved workflows and reduced fragmentation.
Enhanced security posture.
Improved user satisfaction and accessibility.
Greater operational resilience and adaptability.
Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure.
REQUIRED TECHNICAL SKILLS
Candidates must have experience with:
C# .NET
Web API
Angular 16+
SQL
Azure DevOps
GIT
Education / Experience
Computer Science or MIS degree with 5 years of experience preferred, OR
An equivalent combination of experience and education.
KNOWLEDGE REQUIREMENTS
Candidates should possess:
Knowledge of modern application development frameworks, programming languages, and secure coding practices.
Knowledge of Software Development Lifecycle (SDLC) methodologies, including Agile.
Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition.
Knowledge of TRS business rules, including those specific to the Pension Software System.
Familiarity with legacy systems architecture, dependencies, technologies, and integration points.
DEVELOPMENT & DELIVERY SKILLS
Candidates must demonstrate skill in:
Performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review.
Developing, enhancing, and maintaining application components that meet functional and technical requirements.
Developing clear, actionable user stories and maintaining a prioritized backlog.
Developing APIs, system interfaces, and automation workflows.
ADDITIONAL ABILITIES
Candidates must have the ability to:
Deliver high-quality work output with minimal defects.
Translate technical specifications into maintainable, production-ready software.
Collaborate effectively with TRS technical staff, analysts, testers, and project managers.
Manage multiple development tasks and meet established timelines.
Communicate complex concepts clearly to both technical and non-technical audiences.
