Senior IT Project Manager

Position Overview

We are seeking an experienced Senior IT Project Manager to lead and manage large-scale, high-priority IT projects from initiation through implementation and closure.

The selected candidate will be responsible for project planning, scheduling, budgeting, resource coordination, risk and issue management, stakeholder communication, vendor coordination, testing, implementation, and overall project delivery.

The ideal candidate will have a strong background in IT project management, SDLC, enterprise application implementation, business process improvement, and cross-functional team leadership.

• Active PMI PMP Certification

• PMP certification must have been active for a minimum of 5 years

• Copy of active PMP certification is required

• Must currently reside in Pennsylvania

• No relocation candidates

• Must be able to work onsite in Harrisburg, PA at least 1 day per month

• Additional onsite days may occasionally be required

Key Responsibilities

• Lead complex IT projects through the complete project lifecycle.

• Develop and maintain detailed project management plans, schedules, milestones, budgets, and deliverables.

• Manage project scope, timelines, resources, dependencies, risks, issues, and change requests.

• Coordinate planning, requirements, analysis, design, development, testing, implementation, and project closure activities.

• Develop project estimates and coordinate revisions with technical team leads.

• Track project progress against approved schedules and take corrective action when required.

• Monitor project budgets and communicate financial impacts to stakeholders.

• Manage multiple project workstreams and prioritize activities based on business needs.

• Coordinate cross-functional teams including application, data, infrastructure, security, networking, and service management teams.

• Facilitate communication between business stakeholders, technical teams, vendors, and leadership.

• Manage vendor activities, deliverables, timelines, and issue resolution.

• Identify and manage project risks, issues, assumptions, and dependencies using a RAID Log.

• Develop risk mitigation strategies and track risks and issues through closure.

• Manage scope changes through established change management processes.

• Develop and maintain project communication plans and deliverables matrices.

• Prepare weekly and periodic project status reports.

• Present project status, risks, issues, recommendations, and milestones to senior leadership.

• Coordinate system testing, quality assurance activities, peer reviews, and implementation activities.

• Coordinate project-specific training, orientation, and knowledge-transfer activities.

• Ensure project deliverables meet established business, technical, quality, schedule, and budget requirements.

• Follow established PMO standards, methodologies, policies, and procedures.

• Conduct project reviews and final project evaluations with stakeholders.

• Serve as the primary point of contact for project-related issues and resolution.

• Proactively identify potential project problems and develop mitigation strategies.

• Balance project team workload and resource capacity.

• Mentor junior project management staff when required.

• Prepare and deliver project presentations and proposals as needed.

Required Qualifications

• Active PMI PMP Certification with 5+ years of active certification

• Strong experience as a Senior IT Project Manager, IT Project Manager, Technical Project Manager, or Program Manager

• Proven experience managing complex IT projects through the complete SDLC

• Strong experience with project planning, scheduling, budgeting, and resource management

• Experience with Risk, Issue, Assumption, and Dependency Management

• Strong RAID Log management experience

• Experience with change and scope management

• Strong stakeholder and executive communication skills

• Experience coordinating cross-functional technical teams

• Experience managing vendors and implementation partners

• Excellent leadership, organizational, analytical, and problem-solving skills

• Must currently reside in Pennsylvania

• Ability to work onsite in Harrisburg, PA at least one day per month

Preferred Qualifications

• Experience with large-scale enterprise IT implementations

• Experience with application implementation or system replacement projects

• Experience with business process reengineering

• Experience with government, healthcare, or other highly regulated environments

• Experience managing long-term projects with 8–12+ month delivery cycles

• Experience coordinating application, data, security, networking, infrastructure, and service management teams

• Experience with Daptiv or similar project management platforms

• Experience with Microsoft Project, Jira, Confluence, Smartsheet, ServiceNow, Excel, or PowerPoint
