Key Responsibilities

• Legacy System Documentation & Verification: Document existing baseline requirements of the core enterprise application and verify that all critical functionality is accurately captured and accounted for during modernization.

• Requirements Prioritization & Policy Traceability: Prioritize business and functional requirements, maintaining clear traceability to applicable legislative, statutory, and organizational policy mandates.

• Business Process & System Improvement: Partner closely with diverse business units to evaluate current operational workflows, recommend system improvements, and propose new features that deliver measurable business value.

• Agile User Stories & Acceptance Criteria: Collaborate directly with the Product Manager to translate business requirements into clear, actionable user stories and define comprehensive acceptance criteria.

• Technical & Architectural Collaboration: Act as a bridge between the Product Manager and the technical delivery team to ensure requirements are clearly understood, and assist in analyzing technical approaches—including potential platform, architecture, and integration decisions.

• Standards, Security & Accessibility Compliance: Ensure the modernized solution aligns with enterprise and government standards for information security, web accessibility (WCAG), data privacy, and regulatory compliance.

• Change Management & User Adoption: Support organizational change management, end-user training, and adoption initiatives to ensure a smooth transition to the modernized platform.

• Risk & Dependency Management: Proactively identify, document, and help resolve project risks, cross-system dependencies, and delivery impediments.

• Executive Reporting: Provide regular status updates, progress metrics, and strategic recommendations to IT leadership and business sponsors.

Required Qualifications

• Business Analysis & Modernization Experience: Proven experience as a Business Analyst or Systems Analyst supporting legacy application modernization, platform migrations, or large-scale enterprise system enhancements.

• Agile & Product Collaboration: Hands-on experience partnering with Product Managers/Product Owners in an Agile environment to write user stories, define acceptance criteria, and groom backlogs.

• Traceability & Compliance: Demonstrated ability to map functional requirements to legislative, policy, security, data privacy, and WCAG accessibility standards.

• Technical Acumen: Working knowledge of enterprise software architecture, platform evaluation, and system integrations to effectively bridge business stakeholders and engineering teams.

• Stakeholder & Change Management: Strong facilitation, documentation, and presentation skills, with experience supporting user training, change management, and executive-level status reporting.
