Job Description

Job Overview:

This is a strategic leadership role accountable for technology vision, direction, standards, and

organizational outcomes. The CTO develops and executes the enterprise technology agenda

based on the company’s strategic interest, guides major platform and architectural decisions,

and holds technology leaders responsible for delivery and results.

 

Essential Responsibilities:

·        Develop, execute, and continuously refine the organization’s technology strategy, ensuring alignment with the company’s vision, strategic priorities, and long-term growth objectives.

·        Lead the development of multi-year technology roadmap and work with business and development leaders to create high level priorities, timelines, and success criteria for Central/ CareHub, data platforms, and reporting systems.

·        Identify strategic opportunities to enhance Central/CareHub, guide the organization in understanding and prioritizing the platforms, expand data and reporting capabilities, and advance AI development initiatives that create competitive advantage.

·        Monitor industry trends and emerging technologies (including AI) at a strategic level; translate relevant insights into organizational direction rather than individual implementation.

·        Communicate technological vision, opportunities, and risks clearly across the executive team and broader organization.

·        Seek opportunities to align the technology needs of Hamaspik and Tricounty Care where it strategically makes sense, driving shared platforms, efficiencies, and consistent standards.

·        Review high-level analytics, data insights, and performance reporting; provide strategic recommendations to leadership.

·        Collaborate with development leaders to ensure enterprise- wide software development standards, processes, and quality expectations are in place.

·        Hold technology leadership (Engineering Directors) accountable for delivery quality, timelines, and budgets related to Central/CareHub, data systems, reporting platforms, and AI initiatives.

·        Oversee the overall effectiveness, performance, and operational execution of the technology organization, ensuring alignment with business objectives while providing strategic leadership and holding the respective leaders responsible for delivery.

 

 

 

 

·        Ensure performance monitoring, testing standards, and system reliability practices are in place and enforced by the appropriate teams.

·        Work with development leaders to ensure that major system improvements, architectural decisions, and AI development directions are strategically aligned with business objectives.

·        Partner with IT Security leadership to ensure robust security posture, disaster recovery readiness, and regulatory compliance across Central, data platforms, AI systems and overall infrastructure.

·        Maintain executive-level accountability for security and risk, while operational execution remains with specialized teams.

·        Mentor and develop technology leaders (managers and above).

·        Shape the culture, structure, and capability of the technology organization, including building capacity for AI and advanced data initiatives.

·        Focus on leadership development, organizational design, and talent strategy.

·        Represent the company at industry conferences and executive networking events as the senior technology leader.

 

Specific Knowledge, Skills & Abilities:

       Knowledge of enterprise technology strategy, architecture, software development, data platforms, and systems integration.

       Strong understanding of healthcare technology, data systems, and technology solutions within a regulated environment.

       Demonstrated experience developing and executing enterprise technology strategies and roadmaps.

       Experience leading technology across affiliated or multi-entity organizations, ideally spanning managed care and care coordination.

       Hands-on experience with healthcare platforms such as TriZetto QNXT, GuidingCare, and healthcare EDI.

       Experience overseeing internal application development, AI strategy, automation, data governance, and vendor management.

       Excellent communication skills with the ability to translate complex technical concepts for executive leadership.

       Strong financial and business acumen, including technology budgeting, vendor management, and resource allocation.
