Agile/Jira Specialist (TS/SCI - Hybrid Remote) with Security Clearance

Zachary Piper Solutions is seeking an experienced Agile/Jira Specialist (Agile Product Support SME) to support the Joint Fires Network (JFN) Program in San Diego, CA. This role serves as the bridge between operational leadership and software development teams, driving Agile processes, requirements traceability, release management, and Atlassian platform administration. The ideal candidate combines strong Jira administration expertise with experience supporting DoD software development programs and Agile product teams.

Work Environment

Hybrid role supporting the Joint Fires Network (JFN) Program in San Diego, CA. This position works closely with government leadership, software developers, product teams, and operational stakeholders to improve Agile delivery processes and accelerate mission capability development.

Responsibilities: • Administer and optimize the Atlassian tool suite including Jira Software, Jira Service Management, Confluence, and Jira Advanced Roadmaps. • Design and maintain complex Jira workflows, automations, dashboards, roadmaps, and reporting structures. • Support Agile software development teams through requirements management, sprint planning, release planning, and backlog refinement activities. • Translate operational and mission requirements into user stories, acceptance criteria, and actionable development tasks. • Drive requirements traceability and visibility across the software development lifecycle. • Coordinate Agile release management activities, deployment schedules, and capability delivery milestones. • Collaborate with leadership, product owners, engineers, and stakeholders to improve delivery processes and program execution. • Develop and maintain technical documentation, process guides, and knowledge-sharing resources. • Monitor Agile metrics and provide recommendations for process improvements and operational efficiency. • Support DevSecOps and secure software development lifecycle initiatives.

Qualifications: • Bachelor’s degree and 5+ years of experience supporting Agile software development environments as a Product Owner, Agile Coach, Business Analyst, Scrum Master, or similar role. • Experience supporting DoD acquisition programs, military software factories, or C4ISR/C2 programs. • 2+ years of hands-on Jira and Confluence administration experience. • Experience using Jira Advanced Roadmaps for program planning and execution. • Strong understanding of Agile methodologies including Scrum, Kanban, and SAFe. • Experience managing requirements, release planning, user stories, and software delivery workflows. • Strong communication skills with the ability to translate mission requirements into technical solutions. • Experience supporting Secure SDLC, Agile Release Management, and DevSecOps environments. • Strong analytical and organizational skills with a focus on continuous improvement.

Clearance Requirement: • Active TS/SCI clearance required.

Preferred Certifications: • Atlassian Certified Professional (ACP-100, ACP-120, or equivalent). • Certified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM), or SAFe POPM. • CompTIA Security+ or other DoD 8570/8140 IAT Level II certification.

Compensation: • Salary range: $130,000 - $160,000 (Pay based on years of experience and education) • Benefits: Cigna medical, dental, vision, 401k, 20 days paid time off, 11 federal holidays, and sick leave as required by law
