Job Description
Coho Construction Management is seeking an experienced Quality Control and Site Safety & Health Officer (QC/SSHO) to join our construction management team supporting construction projects throughout the Florida, Georgia, and Alabama regions. This position will support projects at Tyndall Air Force Base and Naval Support Facility (NSA-PC) in Panama City, Florida, as well as other regional projects.
The QC/SSHO is responsible for implementing and enforcing the Quality Control Plan and Site Safety and Health Plan (SSHP) while serving as the primary authority for jobsite quality and safety. This position works closely with project teams, subcontractors, and government representatives to promote successful project execution across multiple sites.
The ideal candidate will be a hands-on, proactive leader who can effectively manage quality and safety requirements in complex construction environments. Willingness to travel approximately 10–15% is preferred.
Responsibilities (include but are not limited to):
Quality Control
- Implement, manage, and enforce the approved Quality Control Plan in accordance with contract specifications.
- Conduct and document Three-Phase Control inspections, including Preparatory, Initial, and Follow-Up inspections.
- Perform daily quality inspections and prepare detailed Daily Quality Control Reports.
- Coordinate quality control activities with project schedules, workforce planning, and equipment utilization.
- Identify deficiencies and manage Non-Conformance Reports (NCRs) through resolution.
- Review construction drawings, specifications, and submittals for compliance with project requirements.
- Coordinate required testing and inspections with third-party agencies.
- Serve as the primary liaison with Government Quality Assurance Representatives (QARs).
- Resolve constructability challenges and provide practical, innovative solutions.
- Maintain warranty tracking and supporting documentation.
- Provide technical expertise in support of ongoing and emerging project opportunities.
Site Safety & Health
- Implement and enforce the Site Safety and Health Plan (SSHP) in accordance with applicable OSHA and EM 385-1-1 requirements.
- Conduct daily safety inspections and document identified hazards and corrective actions.
- Lead safety meetings, toolbox talks, and safety training.
- Investigate accidents, incidents, and near misses and prepare required reports.
- Promote a proactive safety culture throughout project sites and work activities.
Essential Job Qualifications and Requirements:
- Education and Certifications:
- Bachelor of Science Construction Management or Engineering preferred
- Must be OSHA 30 Construction Safety certified or willing to obtain this certificate within 90 days of hire
- Must be EM 385-1-1 Safety certified or willing to obtain this certificate within 90 days of hire
- Ability to gain and retain base access
- Demonstrated Experience:
- Minimum 10 years of experience in construction quality control and/or site safety roles
- Experience supporting federal, military, or large-scale construction projects.
- Demonstrated experience coordinating quality control activities with project scheduling and construction equipment requirements
- Experience working on active construction sites and coordinating with project teams, subcontractors, and other stakeholders
- Demonstrated Knowledge & Skills:
- Ability to interpret construction drawings, specifications, and applicable safety regulations
- Strong written and verbal communication skills
- Ability to identify quality and safety deficiencies and effectively coordinate corrective actions
- Ability to work independently while maintaining project quality and safety objectives
- Strong documentation and reporting skills
- Ability to communicate effectively with government representatives, subcontractors, project personnel, and other stakeholders
- Ability to travel independently for project site visits and inspections as required
- Preferred Qualifications:
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar safety credential (preferred)
- Experience executing U.S. Military, Department of Defense (DoD), U.S. Army Corps of Engineers (USACE), or Department of State/Overseas Buildings Operations (DoS/OBO) projects and programs
- Demonstrated experience managing quality control documentation and reporting for government contracts
- Familiarity with RMS and ProjNet systems
- Direct experience delivering U.S. military construction and infrastructure projects
- Physical Requirements:
- Ability to work on active construction sites and in varying weather conditions
- Ability to lift up to 50 pounds
- Ability to access and work around ladders, scaffolding, and elevated work areas
- Ability to conduct regular site inspections and walk construction areas as required by project activities
- Travel:
- The position requires the ability to travel for project site visits, inspections, and other project-related activities. Willingness to travel approximately 10–15% is preferred, with additional travel as required by project needs
- Work Environment:
- This position operates primarily in active construction environments and requires regular interaction with project personnel, subcontractors, government representatives, and other stakeholders. The QC/SSHO must be comfortable working in varying weather conditions and navigating active construction sites, including areas involving ladders, scaffolding, and elevated work areas
- Travel to project sites for inspections and other project-related activities is required as needed
