Overview
We are seeking a highly experienced Acquisition Management Support Specialist, Senior to provide expert-level acquisition and program management support in direct service to Navy Program Managers and executive leadership under the PMS 470 contract. This is a senior role operating at the intersection of strategy, policy, and execution within the Department of the Navy's acquisition enterprise. The selected candidate will play a critical role in advancing complex, high-visibility acquisition programs and initiatives by delivering actionable analysis, structured planning support, and informed decision-making assistance across all phases of the program lifecycle.
In this capacity, the specialist will support a broad range of functions including acquisition planning, contract strategy development, program execution monitoring, milestone reporting, and the preparation of briefings and decision documents for senior leadership and executive stakeholders. The ideal candidate brings a deep understanding of the Defense Acquisition System (DAS), relevant federal regulations including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), and the policies and procedures governing Department of the Navy programs. Familiarity with Department of Defense (DoD) Instruction 5000-series guidance, program documentation requirements, and Navy program office environments is essential.
This position demands a self-directed professional capable of operating with minimal oversight in a fast-paced, mission-critical environment while consistently meeting the high standards of accuracy, thoroughness, and responsiveness expected at the senior level. Strong written and verbal communication skills, the ability to synthesize complex programmatic data into clear executive-level products, and a demonstrated track record supporting Navy or broader DoD acquisition programs are key attributes for success in this role.

Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-risk category will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training.

The Acquisition Management Support Specialist, Senior will:
- Provide acquisition management support to Program Managers, Principal Assistant Program Managers (PAPMs), and senior government leadership.
- Develop, review, and coordinate acquisition documentation, briefings, reports, and decision-support materials.
- Analyze program cost, schedule, performance, and risk information to support program execution and leadership decision making.
- Prepare and review statutory, regulatory, and executive-level acquisition reports.
- Support acquisition milestone reviews, program management reviews, and executive governance activities.
- Coordinate responses to data calls and information requests from NAVSEA, ASN (RD&A), OPNAV, and other stakeholders.
- Monitor program actions, milestones, deliverables, and reporting requirements to ensure timely completion.
- Lead and supervise acquisition support personnel as assigned.
- Interface regularly with SES, Flag-level, and senior government personnel regarding program status, issues, and recommendations.
- Travel up to 10% as required.
Other Duties:
- Support special projects, studies, and strategic initiatives.
- Develop process improvement recommendations to enhance program efficiency and effectiveness.
- Provide mentoring and knowledge transfer to junior staff.

Required Skills:
- Knowledge of Department of Defense and Department of the Navy acquisition processes and reporting requirements.
- Experience with Selected Acquisition Reports (SARs), Defense Acquisition Executive Summary (DAES) reporting, ASN (RD&A) reporting, and related acquisition documentation.
- Ability to analyze programmatic, financial, and schedule data.
- Strong written and verbal communication skills.
- Ability to develop executive-level briefings and reports.
- Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, and Teams
- Demonstrated leadership and supervisory capabilities.
Preferred Skills
- Knowledge of Navy portfolio management and major acquisition programs.
- Familiarity with Earned Value Management (EVM), risk management, and performance management processes.
- Experience supporting NAVSEA or Program Executive Office organizations
Education:
- Required: Bachelor's degree in Management, Business, Engineering, Acquisition Management, or related technical discipline. A combination of education and experience may be considered.
- Desired: Master's degree in a related discipline
Certification(s), Licenses:
- Required: None
- Desired: DAWIA or Defense Acquisition Workforce certification in Program Management, Contracting, Business Financial Management, or related field
Years of experience in a similar role:
- Required: 15+ years supporting DoD or Department of the Navy acquisition programs
- Desired: 20+ years supporting major acquisition programs or NAVSEA program offices
