- Lead, coach, mentor, and develop a team of consulting and testing professionals, including individual contributors and, where applicable, entry-level managers.
- Direct and review team activities to ensure operational, functional, and delivery objectives are achieved.
- Establish and communicate team goals that align with Federal Testing program priorities and broader organizational objectives.
- Provide consistent coaching, training, guidance, and actionable feedback to support associate performance and career development.
- Conduct regular development conversations and identify opportunities to strengthen individual and team capabilities.
- Monitor consultant performance and engagement health through status reports, project feedback, performance reviews, and ongoing communication with project and client leadership.
- Proactively address staffing, availability, utilization, performance, and other resource-related issues.
- Provide recommendations and input regarding staffing, performance, resource allocation, and other people-related decisions.
- Foster a culture of accountability, collaboration, continuous improvement, and customer focus.
- Contribute to the vision, strategy, planning, evaluation, design, development, implementation, and continuous improvement of the Federal Testing program.
- Support the testing and evaluation of Oracle Health applications to ensure solutions meet defined business, functional, technical, and customer requirements.
- Contribute to testing strategies, plans, methodologies, and the broader solution roadmap.
- Oversee the delivery of testing services across assigned Federal engagements.
- Identify cross-functional dependencies, quality concerns, delivery risks, and opportunities for mitigation.
- Ensure testing activities are performed according to established methodologies, quality standards, policies, and contractual commitments.
- Identify, propose, and lead quality and process improvement initiatives at the team and department levels.
- Ensure operational policies, standards, and procedures are consistently followed across the assigned area of responsibility.
- Drive achievement of business objectives through the adoption of best practices, operational discipline, and continuous process improvement.
- Monitor and manage key operational metrics and business results, including resource utilization, staffing, delivery performance, and other applicable measures.
- Analyze performance trends and proactively identify opportunities to improve team effectiveness, delivery quality, and business outcomes.
- Communicate relevant policies, practices, procedures, and business expectations to team members and stakeholders.
- Balance resource capacity, client demand, associate development, and business priorities when making staffing and deployment decisions.
- Manage and oversee testing activities across multiple Federal client engagements and billable Task Orders.
- Provide project oversight for staff augmentation engagements as assigned.
- Monitor consultant activities and project performance through status reporting, stakeholder feedback, staffing reviews, and proactive project health assessments.
- Serve as a project advisor for moderately complex engagements, providing guidance and escalating or resolving delivery concerns as appropriate.
- Build strong working relationships with Federal customers, project leadership, internal stakeholders, and cross-functional teams.
- Ensure consulting and testing services consistently meet client expectations, contractual commitments, and Oracle Health quality standards.
- Communicate project status, risks, dependencies, staffing concerns, and recommendations clearly to appropriate stakeholders.
- Partner across consulting, technical, product, program, and leadership teams to resolve issues and support successful delivery.
- Support sales enablement activities that contribute to the growth and success of the Federal Testing practice.
- Partner with sales, consulting, and delivery leadership to identify customer needs and support appropriate testing and consulting solutions.
- Provide subject matter expertise and delivery insights to support proposals, staffing strategies, solution planning, and customer discussions.
- Identify opportunities to expand testing capabilities, improve customer outcomes, and strengthen Oracle Health's Federal services portfolio.
Basic Qualifications
- 8+ years of relevant professional experience, including at least 5 years of consulting experience.
- Previous management or leadership experience preferred.
- Undergraduate degree or equivalent combination of education and relevant professional experience.
- Demonstrated product, technology, Healthcare IT, or industry expertise relevant to the practice.
- Strong communication, collaboration, problem-solving, and customer relationship skills.
- Ability to manage competing priorities and exercise sound judgment in a complex, client-facing environment.
- Must be legally authorized to work in the United States. Employment eligibility verification will be required at the time of hire.
- U.S. citizenship is required due to Federal client and contractual requirements.
- 3+ years of leadership experience, including people management, matrix management, project/program management, or other indirect leadership responsibilities.
- Bachelor's degree or equivalent relevant professional experience.
- 3+ years of experience with Oracle Health/Cerner Millennium applications.
- 3+ years of Healthcare Information Technology (HCIT) experience.
- Experience with software testing, quality assurance, system implementation, or large-scale healthcare technology programs.
- Experience managing or overseeing consultants across multiple concurrent client engagements.
- Experience with staff augmentation, resource management, utilization management, or professional services operations.
- Experience supporting Federal healthcare programs or other complex government client environments.
