Junior Systems Analyst / Programmer (.NET / Azure / GIS). Rate: $38/hr on C2C. Los Angeles, CA (Downtown), Hybrid Role
Quick Overview
Job Description
Junior Systems Analyst Programmers for a public-sector transportation client in Los Angeles. You'll work on two kinds of projects: new applications for the City's 2028 Olympic initiatives, and redesigns of older web applications. The redesigns aim to make the apps easier to use, simplify workflows, connect them with other City and vendor systems, handle payments and improve security. Many of these apps combine mapping with large databases, so ESRI GIS experience matters. You'll report to the client's project managers and work alongside their in-house developers, business leads, other contract programmers and data and integration teams.
What You'll Do
- Gather and document requirements, and build proof-of-concept designs for proposed applications
- Build web applications in .NET Core, Microsoft SQL Server and JavaScript, with solid logging so problems are easy to debug
- Move legacy platforms to current technology, connecting them to other systems through ETL or APIs
- Build and use APIs that connect applications to each other
- Deploy to Azure Web Apps and manage code in GitHub
- Build management dashboards and custom reports
- Write unit tests, run system testing and take part in user acceptance testing
- Review other developers' code, and debug and troubleshoot application issues
- Write code documentation, functional specs, technical documentation and user guides
- Write secure, reusable code that is easy to maintain and follows City web standards
- Attend regular check-ins and be available during client office hours

- Bachelor's degree in Computer Science, Computer Engineering or a related field, or equivalent IT work experience
- Web development with .NET, HTML5, CSS3 and JavaScript
- Programming in C#, JavaScript, PowerShell and Python
- Experience modernizing cloud applications on Azure
- Experience with .NET Core, Bootstrap, jQuery, React, Node.js and the ArcGIS API for JavaScript
- SQL Server database design and programming, plus data modeling for complex business processes
- XML/JSON and API integration
- Version control with Git
- Agile development experience
- Ability to turn business requirements into working software
- Clear written and verbal communication with technical and non-technical teams
Nice-to-Haves
- ArcGIS Maps SDK for JavaScript
