Job Title: Product Manager – CAI Application Modernization
Job Code: PA 814893
Client: Commonwealth of Pennsylvania – Public Utility Commission (PA PUC)
Location: Harrisburg, PA (Statewide office locations available)
Work Arrangement: Hybrid – 2 days onsite per week, including mandatory Wednesdays; 3 days remote
Contract Duration: November 9, 2026 – July 3, 2027
Working Hours: 8:00 AM – 4:30 PM
Closing Date: November 2, 2026, at 4:00 PM

Position Overview

The Pennsylvania Public Utility Commission is seeking an experienced Product Manager to lead the modernization of its CAI application, which supports the resolution of public complaints involving utility companies. The Product Manager will define the product vision and roadmap, manage user stories and backlogs, coordinate development and testing, and oversee implementation. This role requires close collaboration with business stakeholders, technical teams, architects, and vendors to deliver a secure, accessible, and modernized solution.

Required Skills

  • 5+ years of experience as a Product Manager leading large-scale, approximately $10M public-sector modernization initiatives.
  • Experience modernizing legacy applications or leading digital transformation projects.
  • Strong experience gathering business requirements and converting them into user stories, acceptance criteria, and actionable product backlogs.
  • Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps or Jira.
  • Experience overseeing and testing large-scale data conversions.
  • Excellent written and verbal communication skills.
  • Strong organizational, prioritization, and stakeholder management skills.
  • YAFOS certification is required.

Preferred Skills

  • Enterprise application modernization and migration to modern architectures.
  • Familiarity with Microsoft technologies, Azure cloud platforms, or content management systems.
  • Experience with process improvement and business process reengineering.
  • Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
  • Previous experience with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
  • Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent experience.

Key Responsibilities

  • Define and manage the product vision, strategy, and roadmap for CAI modernization.
  • Gather, document, and prioritize business requirements and user stories.
  • Manage product backlogs, acceptance criteria, and feature prioritization.
  • Collaborate with architects, developers, UX/UI designers, and vendors on technical solutions.
  • Facilitate Agile ceremonies, including sprint planning, backlog refinement, reviews, and retrospectives.
  • Define product success metrics and track progress against business goals.
  • Support change management, user adoption, and training.
  • Ensure compliance with security, data privacy, accessibility, and Commonwealth standards.
  • Identify and resolve project risks, dependencies, and impediments.
  • Provide regular progress updates to IT leadership and business sponsors.
