Job Location: San Jose, CA 95134
Job Duration: 6 Months Contract with possibility of extension
Pay Rate: $110/hr to $112/hr
Job Description:
Summary:

Reports To: Our Client Sr Substation Construction Manager / DCD Project Manager

Position Summary:

The Energy Marshal is an assurance role. It supports our client during construction, testing, commissioning and energization of a 115kV to 35kV utility interconnection substation serving a data center campus.

The Energy Marshal makes sure the energy isolation programs and practices of the general contractor, testing contractor and other contractors are safe, well-coordinated and compliant with our client standards, utility requirements and industry codes.

The scope covers high-voltage, medium-voltage and low-voltage systems, including AC and DC control and auxiliary power.

Under our client EHS requirements, any electrical energy source greater than 50 volts must be controlled and documented. The Energy Marshal has independent authority to stop any unsafe work involving energy isolation.

Key Responsibilities:
Oversee energy isolation and energization activities for the 115kV and 35kV systems, along with associated control, protection, station service and DC battery systems, through construction, testing, commissioning and initial energization.
Make sure every hazardous energy source greater than 50 volts, including control circuits, DC systems, CT and PT secondaries and auxiliary power, is identified, controlled and documented under an approved energy control procedure.
Review and approve contractor energization plans before they are implemented, including sequencing, PPE requirements, pre-energization inspections, verification steps and back-out procedures.
Review contractor Statements of Work, MOPs, switching orders, test procedures and commissioning scripts to confirm that all sources of energy, including backfeed, are identified and controlled.
Make sure an approval process for proposed energy isolation procedures is in place and followed.
Determine whether a group or individual LOTO is required, and verify that LOTO, tagging and permit-to-work processes are documented and correctly authorized.

Verify compliance with NFPA 70E, OSHA 1910.269 and 1926 Subpart V, Client EHS electrical safety and LOTO standards, arc flash studies, temporary protective grounding requirements and protective relay settings.

Take part in High Risk Activity (HRA) planning meetings, pre-energization readiness meetings and daily coordination briefings.

Coordinate energization of readiness with the Engineer of Record, general contractor, testing contractor, commissioning agent, utility representatives and client Operations.

Observe and audit field execution of isolation, live-dead-live verification, temporary grounding and switching activities.
Support readiness reviews tied to commissioning milestones, including inspection holds, issue resolution and controlled access to tested equipment.
Help manage non-standard situations, such as removal of LOTO devices, cable strikes, near misses and incident investigations.

Give the client Project Manager a written weekly report covering energization plan status, a lookahead, completed and upcoming inspections, observations, key issues and closure of previously reported items.

Attend safety, project and contractor coordination meetings as required.
Required Qualifications:
10 or more years of electrical construction, commissioning or electrical safety management experience, including at least 5 years working on medium-voltage or high-voltage systems.
Hands-on experience with substation, transmission or utility interconnection construction, testing and energization, preferably at 115kV or above.
Working knowledge of substation control, protection and DC systems, including the energy isolation hazards of control circuits and CT/PT secondaries.
Strong working knowledge of NFPA 70E, OSHA 1910.269, OSHA 1926 Subpart V and energy isolation / LOTO practices for HV, MV and LV systems.
Ability to read and review one-line diagrams, three-line diagrams, switching orders, protection and control schematics and arc flash studies.
Experience reviewing and auditing contractor isolation procedures, permit-to-work systems and switching programs.
Current NFPA 70E training, and OSHA 10 at a minimum (OSHA 30 preferred).
Strong written and verbal communication skills, including the ability to work with contractors, engineers, utilities and owner representatives without directing contractor means and methods.

Proficient computer skills, including web-based commissioning or document management platforms.

Preferred Qualifications:
Experience on hyperscale data center campuses or other mission critical facilities.
Prior experience as an Energy Marshal, Authorized Person, switching authority or LOTO program manager.
HV safety training such as eHazard or equivalent (HV hazards, testing, grounding and work practices).
Experience coordinating with an investor-owned utility on interconnection energization.

Familiarity with client EHS standards and L2 / L3 commissioning processes.

Journeyman or Master Electrician license, or a degree in electrical engineering, construction management or a safety-related field.
Experience with commissioning tracking platforms such as Nexus or similar.
Work Requirements

  • Full-time onsite presence during the assignment, with flexibility for off-hours or weekend work during planned outages, switching or energization events.

  • Ability to work in an active outdoor substation construction environment and wear the required PPE.

Explain a typical day in the role.:
The Energy Marshal is onsite full time, about 10 hours a day, during substation construction, testing, commissioning and energization.
A typical day starts with daily safety and coordination briefings. The rest of the day covers attending commissioning and energization meetings, coordinating electrical work in the field, and reviewing and authorizing energy isolation and LOTO activities.
The Energy Marshal also witnesses live-dead-live verifications, audits the contractor LOTO program, resolves electrical safety issues as they come up, and assists in tracking MEP / Cx issues.

This role is the main point of coordination among the client project team, the general contractor, the commissioning team and commissioning agents, and the utility. They make sure all work meets client standards, NFPA 70E, OSHA and local jurisdiction requirements.

What is the ideal background of a candidate for this role?:
A technical or engineering background with strong hands-on electrical experience.
A Master Electrician, electrical engineer or senior commissioning professional is ideal.
The candidate should have commissioning experience on high-voltage or medium-voltage systems and a background in critical infrastructure, such as substations, utilities or hyperscale data centers.
They also need a solid working knowledge of energy isolation, LOTO and electrical safety programs.
Top 3 Must-Have HARD Skills & years of experience for each:
Reading and interpreting electrical prints, including one-line and three-line diagrams and protection and control schematics: 10 or more years.
NFPA 70E, energy isolation / LOTO and live-dead-live verification on MV and HV systems: 5 or more years.
Electrical commissioning and energization coordination on critical infrastructure, such as substations, utilities or data centers: 5 or more years.
