Location: Providence, Rhode Island

Project Duration: 1 Year with Potential for more

The Department of Human Services (DHS) is seeking an experienced Senior SQL Developer with deep expertise in Oracle database development, data analysis, and reporting solutions. This individual will work closely with business stakeholders, technical leads, and project teams to design, develop, support, and optimize complex database-driven applications and reporting initiatives. The ideal candidate will have strong analytical skills, extensive experience working with large datasets, and the ability to deliver scalable, high-quality solutions in a collaborative environment.

Key Responsibilities
  • Design, develop, maintain, and support database-driven applications and reporting solutions.
  • Develop complex SQL queries, PL/SQL procedures, packages, functions, triggers, and other database objects.
  • Create and maintain database structures, including DDL and DML components.
  • Analyze, troubleshoot, and resolve performance issues within Oracle databases and SQL code.
  • Perform data modeling and support enterprise data architecture initiatives.
  • Develop, validate, and maintain data extracts, transformations, and loading processes.
  • Collaborate with business users, project teams, and technical stakeholders to gather requirements and deliver solutions.
  • Ensure data quality, validation, referential integrity, and compliance with established standards.
  • Document system architecture, workflows, and technical designs using UML and other methodologies.
  • Support Agile development practices and participate in continuous improvement initiatives.
  • Utilize version control, deployment, and workflow management tools to support development lifecycle activities.


Required Qualifications

Education & Experience
  • Bachelor's degree in Information Technology, Computer Science, Data Analytics, or a related technical field.
  • 8 to 10+ years of professional experience in database development and data management environments.

Database Development & SQL Expertise
  • 8 to 10 years of hands-on experience working with Oracle databases.
  • Advanced expertise writing complex SQL queries and developing PL/SQL objects, including:
    • Stored Procedures
    • Functions
    • Packages
    • Triggers
    • DML and DDL operations
  • Expert-level experience querying, manipulating, and optimizing very large datasets.
  • Strong database performance tuning and query optimization experience.
  • Thorough understanding of Database Management Systems (DBMS).

Data & Reporting
  • Experience with data modeling concepts and techniques.
  • Experience supporting reporting and analytics initiatives.
  • Working knowledge of ETL processes and methodologies.
  • Strong data validation, quality assurance, and data integrity skills.

Development Tools & Methodologies
  • Experience using source code repositories, preferably Git.
  • Experience with Continuous Integration tools such as Jenkins.
  • Knowledge of relational database design principles and ISDM methodologies.
  • Experience with database security concepts, including role-based security.
  • Proficiency with Oracle development tools such as:
    • TOAD
    • SQL Developer
    • SQL Navigator

Technical & Analytical Skills
  • Experience using UML to document system architecture and technical solutions.
  • Strong troubleshooting and debugging skills, particularly involving complex SQL and PL/SQL code.
  • Ability to identify, analyze, and solve complex technical problems.
  • Excellent written and verbal communication skills.
  • Strong collaboration and stakeholder management capabilities.

Agile & Software Development Practices
  • Familiarity with Agile development methodologies, including:
    • Scrum
    • Kanban
    • Extreme Programming (XP)
